Scottish Index of Multiple Deprivation 2016 Local Analysis – West Dunbartonshire 1 Introduction The latest Scottish Index of Multiple Deprivation (SIMD) 2016 was launched by the Scottish Government on 31st August 2016. Previous SIMDs were published in 2004, 2006, 2009 and 2012. The data zone boundaries for this publication were redrawn following the 2011 census; reflecting population shifts since 2001. These differ from the 2001 data zones which were used for previous SIMD editions. Therefore, direct comparisons of indicators between 2016 and previous years are not possible. SIMD 2016 – Context The SIMD 2016 provides an analysis of deprivation across Scotland based on 6,976 data zone areas across Scotland. This is an increase of 471 data zones from the last SIMD publication in 2012. The SIMD identifies small area concentrations of multiple deprivation across all of Scotland in a consistent way. This is achieved by dividing Scotland into 6,976 small areas called data zones, each with roughly the same population size and characteristics. The index then ranks these data zones from most to least deprived based on 7 aspects of deprivation – Income, Employment, Health, Education, Access to services, Crime and Housing. The average number of people living in each data zone is around 700. The SIMD shows where Scotland’s most deprived areas are, so organisations know where their work can have the biggest impact. CAVEATS: It is a relative measure of deprivation across small areas in Scotland It looks at multiple deprivation. ‘Deprived’ does not just mean ‘poor’ or ‘low income’ It can also mean people have fewer resources and opportunities, for example in health and education. What the SIMD can be used for What the SIMD cannot be used for: Comparing overall deprivation of Saying how much more deprived one area is from another small areas – the difference between two ranks can be tiny or large Comparing the seven domains of Comparing ranks over time – changes are relative and deprivation may not reflect actual changes in the neighbourhood (note this when looking at local share of most deprived data Comparing the proportion of small zones) areas in a council that are very deprived Comparing with other UK countries – each country measures deprivation slightly differently Finding areas where many people experience multiple deprivation Identifying all people who are deprived in Scotland – not everyone who is deprived lives in a deprived area Finding areas of greater need for support and intervention Finding affluent areas – lack of deprivation is not the same as being rich 2 West Dunbartonshire The following table demonstrates the change in the number of data zones at national and local level from the 2012 SIMD to the 2016 SIMD. Our National Share is 3.4% of all data zones in Scotland. This is not directly comparable with the local share of the 20% most deprived in SIMD 2012. The following chart shows the share across the deciles for West Dunbartonshire data zones. Nationally the focus is on the analysis of the 20% most deprived so the following profile is consistent with that. 3 The map below displays in red the data zones within West Dunbartonshire that are ranked within the 20% most deprived in Scotland. As can be seen from this map, these data zones tend to be clustered within specific small areas. The following table demonstrates those data zones that are ranked within the 20% most deprived in Scotland. It also shows where these data zones rank under the individual domains. They have been aligned to Community Council area within West Dunbartonshire, which are broadly reflective of the Intermediate Zones used for aggregating data. Data zones that are not ranked within the 20% most deprived overall have been excluded. The following Community Council areas have no data zones within the 20% most deprived.
