The first is by the number of registrations in remedial/developmental English and Math courses, which denotes the volume of classes taken by students. However, because this is a registration count, a student registered in a two remedial English courses is counted twice. The counts and the percentages upon which the counts are based, will be inflated by such multiple registrations, so though the registration counts are available and displayed in the tables, they are not the focus of this analysis. The second method of analysis is by an unduplicated headcount1 of those in remedial/developmental English or Math courses, regardless of the number of classes they are taking. Since some students take more than one English class and more than one Math class, especially at the remedial level, the headcount method is the preferable way to measure the percentage of high school graduates enrolled in remedial or developmental classes, since it avoids multiple counting. Thus, the focus of this analysis is the headcount of students enrolled remedial or developmental classes, or more specifically, the headcount of Hawaii public high school graduates enrolled in remedial/developmental classes at the University of Hawaii community colleges. It also looks at a specific population of high school graduates – those who graduated in June 2008 and enrolled at a UHCC campus in Fall 2008. Of the 3,379 June 2008 Hawaii public high school graduates enrolled at the University of Hawai‘i Community Colleges in Fall 2008: • 1,645 or 48.7% were enrolled in remedial or developmental English classes: 400 or 11.8% in remedial English classes, and 1,245 or 36.8% in developmental English classes. As in the previous year, students from Windward county high schools had the lowest percentage enrollments in remedial/developmental English classes at 35.6%. Students from Hawai‘i County schools had the highest percentage enrollments at 59.6%. Percentage enrollments ranged from 5% to 18% in remedial English, and 31% to 44% in developmental English. • 1,680 or 49.7% were enrolled in remedial or developmental Math classes: 474 or 14.0% in remedial Math classes, and 1,206 or 35.7% in developmental Math classes. As in the previous year, students from Hawai‘i County schools had the lowest percentage enrollments remedial/developmental Math classes at 43.8%. Students from Kauai district schools had the highest percentage remedial/development Math enrollments at 65.0%. Percentage enrollments ranged from 9% to 23% in remedial math, and 23% to 47% in developmental math. Tables 3 through 10 show percentages of June 2008 public high school graduates enrolled in remedial/developmental English and Math classes by public high school and English/Math class. There are 3 different percentages shown: 1. of the total June 2008 public high school graduates, the percentage enrolled in remedial or developmental classes 1 The headcounts are unduplicated only within these 4 distinct groups: remedial English, developmental English, remedial Math, and developmental Math. Registrations are not unduplicated between remedial and developmental courses or between English and Math courses. For example, the unduplicated headcounts are still duplicated to the extent that there are multiple registrants between an English and Math class, or between a remedial English and a developmental English class (though this last example is unlikely). 1 2. of the June 2008 public high school graduates, the percentage enrolled at the UHCCs (also known as the UHCC going rate, shown here for comparison purposes), and 3. of the June 2008 public high school graduates enrolled at the UHCCs, the percentage enrolled in remedial or developmental classes. Tables 3 to 6 are sorted by the third percentage mentioned above, the percentage of high school graduates at the UHCCs who are enrolled in remedial/developmental classes. The tables show the schools whose percentage of students enrolled in remedial or developmental classes fall above or below the overall percentage. Tables 7 to 10 order the schools by county. It should be noted that the data presented here include only those June 2008 Hawai‘i public high school graduates who enrolled in a remedial or developmental class in Fall 2008. The data exclude students who placed at remedial or developmental levels but did not enroll in the class(es).
