PRESENT: Directors Dalessio; Pofahl; Sorenson and Lee (arrived at 6:06 p.m.) ABSENT: Director Anderson 3) Identification of Closed Session Items – President Sorenson identified the Closed Session items and welcomed public comment. Public Employee Performance Evaluation of General Manager Pursuant to Government Code Section 54957(b) C. Instructions to Real Property Negotiators Pursuant to Government Code Section 54956.8: A.P.N. 203-011-001, 203-011-019, 203-011-008 (Negotiators: Payan/Jensen/Whilden and Moriarty/Sutton/Lem/Grace) 4) Public Comment on Closed Session Item - None 5) Adjourn to Closed Session – Closed Session began at 6:05 p.m., recessed at 6:31 p.m., then resumed at 7:53 p.m. and adjourned at 8:33 p.m. 6) 6:30 p.m. Regular Meeting – The Regular Meeting began at 6:34 p.m. 7) Report on Return from Closed Session – President Sorenson announced that the Board concluded the General Manager’s performance evaluation and unanimously 1 approved a 2.5% merit increase and 3.5% Cost of Living Adjustment for Mr. Payan. His new annual salary will be $190,324, effective July 1, 2017. 8) Approval of Agenda – Upon motion by Director Pofahl, seconded by Director Lee, the agenda was unanimously approved. 9) Presentation – Dave and Linda Mullaly and Norm and Fran Leve gave a presentation for a proposed dog park at Rancho Canada Unit of Palo Corona Regional Park and answered Director questions. The Board reminded the group that there will be additional public workshops on proposed use of the park in the coming months. 10) Public Comments – Jay Zwagerman spoke to the Board about the possibility of having pickle ball courts at the Rancho Canada unit of Palo Corona Regional Park. 11) Consent Items – Upon motion by Director Pofahl, seconded by Director Lee, all items were unanimously approved. Approval of Request for Proposals (RFP) for Production and Distribution of District Fall 2017/Winter 2018 and Spring/Summer 2018 “Let's Go Outdoors!” Activities Guide (J. Nelson) 12) Discussion Items A. Review and Approval of Fiscal Year 2017-18 Pay Schedule (S. Parker) After discussion and upon motion by Director Dalessio, seconded by Director Pofahl, the Board unanimously approved the FY2017-18 pay schedule. B. Approval of Monument, Art & Exhibits Policy and Procedures (R. Payan) After discussion and upon motion by Director Lee, seconded by Director Pofahl, the Board unanimously approved the policy and the creation of a “Monuments, Art and Exhibits Committee” and assigned Directors Dalessio and Pofahl to serve on the committee. The committee will review the draft policy and recommend any additional changes. C. Consideration of Request from Carmel American Legion 512 for Stone from Palo Corona Regional Park (R. Payan) After discussion and upon motion by Director Dalessio, seconded by Director Pofahl, the Board unanimously authorized the General Manager to continue discussions with the Carmel American Legion for use of the requested stone. The final request and proposed signage will be brought back to the Board for review and consideration. 13) Division Reports – All Division Reports are informational only and may be written or oral. 2 A. FUNDING SOURCE: There is no funding source. This is a policy revision that does not require funding. FUNDING BALANCE: There is no funding balance. This is a policy revision that does not require funding. DISCUSSION: On June 3, 2013, the Board approved the Emergency Preparedness, Disaster Recovery and Business Continuation Plan Policy, Policy No. 3002. Prior to this date the District had no formal policy in place to deal with emergencies or natural disasters.
