A motion to audit the per diem and adjourn this adjourned meeting of June 13, 1989 to October 10, 1989 at 10:00 A.M. in County Board Room #109, Courthouse, Kankakee, Illinois 3 Kankakee County Board Meeting September 12, 1989 10:00 a.m. The meeting of the Kankakee County Board, Kankakee County, Illinois held pursuant to the adjourned meeting of June 13, 1989, was called to order by the Chairman, Mr. Hendrix on September 12, 1989 at 10 a.m. with the following members present: Mr. O'Connor, Mr. Huot, Mr. Thompson, Mr. Hendri. x, Mr. Davis, Mr. Jensen, Mr. Tripp, Mr. Bertrand, Mr. Riegel, Mr. Bretveld, Mr. Graves, Mr. Piekarczyk, Mr. Minelli, Mr. Dailey, Mr. Young, Mr. Howery, Mr. Stump, Mr. Meling, Dr. Sergeant, Mr. Wenzelman, Rev. Rucker, Mr. Washington, Ms. Shutter, Mr. Mackin, Mr. Ryan, Mr. Breault. Members Absent: Mr. Martin and Mr. Greenley. Quorum Present: Invocation was given by Rev. John Best. County Board Member Doug Graves made the introduction. The Board recited the Pledge of Allegiance. The minutes of the last meeting were presented to the Board, and on the motion of Mr. Stump and second of Mr. Dailey the reading of the minutes was waived and stand approved as recorded. motion carried. CLAIMS COMMITTEE REPORT: The Claims Committee submitted a report recommending the claims be adopted for payment. A motion to adopt the claims for payment was made by Mr. Davis and seconded by Mr. Stump. County General Claims and County Highway claims are included in this action. Motion carried on a roll call vote of 25 ayes, 0 nays. The original claims list may be found in Claims Book Exhibit "C". COMMUNICATION: 1. A communication was received from Doty and Ed Safiran for memorial sent for the loss of their son-in-law. 2. A communication was received from Louis Minelli for flowers sent while in the hospital. 3. A communication was received from Wilma Sherman for the planter sent while she was hospitalized. 4. A communication was received from the family of Al Wadley for flowers sent at the time of his death. 5. The Grand Jury Report was submitted by Albertina Grise with reference to the inspection of the Detention Center. 6. HIGHWAY AND BRIDGE COMMITTEE A. The Committee submitted a resolution for Board consideration with reference to the execution of agreement with the IL Department of Commerce and Community Affairs and Kankakee County for a grant in the amount of $852,000. A motion to adopt the resolution was made by Mr. Bretveld and seconded by Mr. Jensen. Motion carried on a roll call vote of 26 ayes, 0 nays. B. The Committee submitted a resolution for Board consideration with reference to executing an agreement between Kankakee County and State of Illinois for FAS Route 112 (County Highway 9) and improvements to township Road TR 158 and TR 11 in Manteno Township. A motion to adopt the resolution was made by Mr. Thompson and seconded by Mr. Breault. Motion carried on a roll call vote of 26 ayes, 0 nays. C. The Committee submitted a resolution for Board consideration with reference to executing an agreement between the State of Illinois and Kankakee County regarding the jurisdictional transfer of FAS Route 311 (County Highway 9) from IL Route 50 to the Village of Manteno extending easterly +5.42 miles to a point +0.29 miles west of County Highway 17. A motion to adopt the resolution was made by Mr. O'Connor and seconded by Mr. Washington. Motion carried on a roll call vote of 26 ayes, 0 nays. D. The Committee submitted a resolution for Board consideration with reference to the appropriation of funds for the improvement of County Highway 9/FAS 311 Manteno Township roads 158 and 11 and 3rd Street. A motion to adopt the resolution was made by Mr. Mackin and seconded by Mr. Minelli. Motion carried on a roll call vote of 26 ayes, 0 nays. E. The Committee submitted a resolution for Board consideration with reference to assuming jurisdiction of County Highway State 9/FAS 311. The request was through petitioners Byron and Joe Tom for a special use permit on a tourist park. A motion to adopt the resolution was made by Mr. Washington and seconded by Mr. Mackin. Motion carried. Mr. Wenzelman abstained. B. The Committee submitted a resolution for Board consideration with reference to ZBA #89-10 amendment to the Kankakee County Zoning Ordinance.
