PRRD Electoral Area “E” Discussion Paper - Subgroups 2016-01-30, Revision 1 1.0 Overview The scope of the work tasked to the E-DAC Committee is of sufficient magnitude that we need to form subgroups. This document provides a starting point for the discussion of how to form subgroups, how subgroups could work, and what sort of subgroups we should consider forming. 2.0 Subgroup Structure Questions for discussion: a) Size of work items for subgroups — how long? how many people? b) Reporting — how often? in what format? c) Involvement of non-committee members d) Others? 3.0 Possible subgroups Subgroups will likely reflect the structure and outline of the final report, along with the deliverables associated with the committee terms of reference. Possible subgroups could include: a) Dispatch in the context of Emergency Services - Set the stage of the larger emergency services mandate and how emergency dispatch is an integral part. This can help make sure that we’re not recommending a limited "point solution” that does not integrate into the broader mandate of the LIVFD and associate services. b) Wireline Telecommunication Services - Investigate current and future characteristics, availability, quality, investment and reliability of local (Lasqueti) wireline telecommunication services as provided by Telus c) Cellular Telecommunication Services - Investigate current and future characteristics, availability (coverage), quality, investment and reliability of local (Lasqueti) cellular telecommunication services as provided by Rogers, Telus, etc. d) 9-1-1 Reliability Assessment - Investigation of the reliability and availability of 9-1-1 service as outlined in various emergency and disaster scenarios e) Mapping and Dispatch - Investigations of options for mapping, and use in the dispatch process f) Training and Documentation - Investigations into required, recommended and suggested training and documentation required to meet legal obligations and best practices g) Legal and Liability - Investigations into the legal requirements for the LIVFD & associated dispatch services h) etc. Committee members and members of the public are encouraged to come to the meeting with additional ideas about subgroups. PRRD Electoral Area “E” Initial Report Outline 2016-01-25, Revision 1 1.0 Overview In the Nov 27th Terms of Reference (ToR) from the PRRD, under the “Reporting Mechanisms” section, the E-DAC is obligated to provide a written report “prior to the March 2016 meeting of the PRRD Board”. The contents and purpose of this report are not specified. This document describes a proposed outline for this report, hereto titled the “Initial Report of the Emergency Dispatch Advisory Committee”, or simply the “Initial Report”. This report shall act as the opening “bookend” of the committee’s work, with the “Final Report” acting as the ending bookend. 2.0 Initial Report Objectives The purpose of the Initial Report is to set the stage for the committee’s work, and shall serve the following purposes: a) Provide a summary document to aid bringing new participants up to speed, and b) Provide clarity and visibility to the Lasqueti Island community and PRRD stakeholders regarding the work planned to be done by the committee during 2016 At a high level, the report shall include the following information: a) a summary of the issue at hand, b) the history that has lead up to the formation of the committee, c) the work done to date, d) the work planned to be done, and e) an outline of the final report 3.0 Initial Report Outline Cover Letter Single page formal letter submitting the Initial Report to the PRRD board to fulfil the requirements of the ToR, signed by all committee members. Executive Summary Single page summary of the contents of the report. To be written last, after the body of the report is completed. History of Emergency Two page description of the history of emergency dispatch on Lasqueti Dispatch in Electoral Island, up to the triggering event of the discontinuation of Telus service and Area “E” the PRRD proposal to add Electoral Area “E” to the 9-1-1 service area. Community Two page description of the consultation process undertaken in 2015, leading Consultation up to the formation of the Emergency Dispatch Advisory Committee. Terms of Reference Two page summary of the terms of reference and mandate of the committee. Outline of Work Two page description, at a high level, the work planned by the committee to meet the terms of reference, including the final report. Planned Deliverables Seven page (estimated) outline of the final report of the committee, including: 1. Interests (Community, LVFD/FR & PRRD), 2. Requirements (including regulatory requirements), 3. Systems (options, communication, reliability, etc), 4. Assessment of available options, 5. Recommendations of the committee, and 6. Appendixes providing technical details, supporting materials, etc. Initial Report Outline Page !1 of !1 2016-01-25 Electoral Area ‘E’ Emergency Dispatch Advisory Committee Terms of Reference Name Electoral Area ‘E’ Emergency Dispatch Advisory Committee Members The committee shall consist of a) 9 regular voting members who must (i) own property or reside within Electoral Area ‘E’; and (ii) be 18 years or older; and must include (iii) the Fire Chief of the Lasqueti Island Volunteer Fire Department (LIVFD) (iv) one current First Responder with the LIVFD (v) one current Dispatcher with the LIVFD (vi) Local Emergency Coordinator b) 1 Non-voting member: (i) Regional District Electoral Area ‘E’ Director The majority of voting members must reside within Electoral Area ‘E’. Individuals who have an interest in a business that may benefit from this committee’s recommendations or who may otherwise be in a conflict of interest are excluded from the committee. Term of Membership The PRRD will advertise applications for membership in the local newspaper and through postings on the PRRD and Lasqueti Island websites. Members will be appointed by the PRRD Board. The committee’s term will end no later than December 2016. The committee may end earlier if all goals are completed. Purpose An effective emergency dispatch system is integral to public safety as well as the safety of emergency responders. This committee is being formed to research and advise the Powell River Regional District on the best options to implement and support emergency dispatch within Electoral Area ‘E’. Goals: 1. Recommend to the PRRD Board an emergency dispatch system that effectively supports public and emergency responder safety 2. Research and explain all necessary components 3. Clearly identify all forecasted costs for the recommended system Deliverables This committee will recommend an effective emergency dispatch system, detailing all necessary components. Specifically, the committee will research all aspects of the recommended system ensuring that the system is sustainable in regard to financial, technical, and human resources requirements. The committee will submit a business case to the PRRD Board addressing the following: • Public phone number(s) to reach dispatchers. • Communications network linking dispatchers and emergency responders. • Communications system effectiveness/coverage across the service area. • Communications equipment standards. • Communications equipment redundancies in case of main system failure. • Surge capacity for times of major emergencies or disasters. • Plan for alternative power supply for all necessary components in case of power failure. • Dispatcher training. • Dispatcher staffing to ensure 24/7 service and will include a longer term dispatcher succession plan. • Identify any applicable specific obligations by the PRRD to meet Workers Compensation Act Occupational Health and Safety Regulations regarding dispatcher operations. • Ensure PRRD obligations per Bill C-45 for effective workplace safety. • House numbering or other property/location identifier system. • Ability to implement any “next generation” communications (ie text message option for hearing impaired, or other media
