describes the limitations of the statistics compiled for this Regional Needs Assessment. The Population – which presents statistics about the location of the population; population increases and decreases; the proportion of Aboriginal people in the population; and the age and income of the population in the Parkland region. The Labour Market – which provides information about the labour market in the Parkland region, Saskatchewan and Canada, with particular emphasis on occupations that will be in high demand and occupations for which there will be limited demand. IV | P a g e Limitations of Statistical Research The statistics which follow are drawn primarily from the website of Statistics Canada, and Human Resource and Social Development Canada. The statistical research in this document, like all statistical research, has limitations. Some of these include: A five-year Census cycle. The Census is done every five years, with the most recent one in 2006. Thus, the Census data in the tables that follow is two and half years old. Inconsistencies among data sources. For example o Even Statistics Canada provides different numbers in its various tables. As population numbers in the Population and Dwelling Counts tables are sometimes different from the population numbers in the Community Profiles. o There are three sources of information about the population of First Nations reserves – Statistics Canada, Saskatchewan Health’s Covered Population Statistics, and the Indian and Northern Affairs Canada’s Community Profiles. All of these sources give different population figures and the differences are sometimes significant. In this document, Statistics Canada numbers are used. Many researchers believe that, for a variety of reasons, Statistics Canada undercounts the Aboriginal population, so the Aboriginal numbers in this document may be low. o Complications caused by rounding. For example Statistics Canada rounds to the nearest five or ten. This sometimes results in tables that do not total exactly and in differences between tables Incomplete data. For example: o Statistics Canada does not compile statistics about age, education, income, Aboriginal/non-Aboriginal status, etc. for very small communities. Since Saskatchewan has many small communities, this creates significant gaps. A few very small communities are not listed by Statistics Canada at all, but appear in Saskatchewan Health’s Covered Population tables and/or the provincial highway map.
