Researchers should consult the archivist about related materials. FOIA 2010-0791-F contains materials from agencies and individuals including President George H. W. Bush, Marcy Head, the White House Office of Cabinet Affairs, the White House Counsels Office, the Council of Economic Advisors, the Office of First Lady Scheduling, the White House Office of Intergovernmental Affairs, the White House Office of Legislative Affairs, the White House Office of Management and Administration, the National Security Council, the White House Office of National Service, the White House Office of Personnel, the White House Office of Policy Development, the White House Office of the Public Liaison, and the White House Social Office. The White House Office of Records Management (WHORM) Alphabetical Files contains a letter from a potential candidate for the White House Fellows Program. The WHORM Subject File categories contain memoranda; letters; applications and resumes; and invitations from program applicants, White House Fellows, Congress, the general public, and the Bush administration related to the administration of the White House Fellows Program, applicants and candidates for the program, and the work of the Fellows in the Bush administration. WHORM Subject File PE010 relates to the White House Fellows Program. WHORM Subject File FG233 relates specifically to the President’s Commission on White House Fellowships. The Staff and Office Files contain memoranda, letters, applications, resumes, statements, articles, pamphlets, forms, and lists related to the White House Fellows Program as well as the President's Commission on White House Fellowships. Correspondence includes inter-office communication regarding the selection, agency placement, and work of White House Fellows during the years of the Bush presidency. Similarly, much of the correspondence relates to the selection and appointment of members to the President’s Commission on White House Fellowships. In addition, there are many thank-you letters, letters of recommendation, invitations or requests for meetings, and some personal letters to and from, or about, both fellows and members of the commission. Documents related to the backgrounds of fellows and members of the commission—including personal, professional, and educational—are included. The application process to the program and the appointment process for the commission were both lengthy and detailed. Files on individuals are, therefore, sometimes quite large and often can be found repeatedly. The remainder of the documents includes program application packets and some items regarding administration of the fellows as government employees or commission members as political appointees. This includes information on gifts to fellows, rules concerning who may serve on the commission, and laws governing actions by both after their terms of service. System of Arrangement Records that are responsive to this FOIA request were found in three collection areas—Bush Presidential Records: WHORM Alphabetical Files; Bush Presidential Records: WHORM Subject Files; and Bush Presidential Records: Staff and Office Files. As policy, WHORM Alphabetical Files and WHORM Subject Files are processed at the document level. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File compiled by the White House Office of Records Management is comprised of a series of documents assigned a letter/number combination and filed in a subject category. A complete listing of the subject categories including a detailed description of each category is available in our research room and on our website at http://bushlibrary.tamu.edu/research/find/whorm/whorm.html.
