This monographic intends to open the refl ection on the municipality in its democratic dimension, in the Constitutional State of law and in its strategic value in the context of relations with the citizenry. There is no doubt that globalization has granted new relevancy to municipal- ities as articulators of development, which forces them to be more competitive, participatory and transparent, since, after the relationship between the govern- ment and the international community was modifi ed, a greater scope for local action is opened. The researches published constitute a detailed analysis of the most wide- raging topics: the international right to drinking water and sanitation, a debate on rights of fourth generation at the crossroads; the role of local authorities in the fi eld of social action in Spain; privatization of municipal public services: a need for democracy and a reality; municipal governance in Mexico: scopes and challenges; municipal fi nancial autonomy in Ecuador, with special reference to tax revenue and to municipal tax jurisdiction; notes on municipal administra- tion; aberrations, mistakes and inaccuracies in the current rules in manifold municipalities of Mexico; municipal administrative justice in Mexico; municipal power granted by the article 115 of the Constitution and its relationship to hu- man right and the maintenance and promotion of public health; city councils, integration and competitions, comparative analysis in threes states of Central Mexico; the administration of the State and municipalities in Chile. The municipal horizon has changed. The new municipal perspective not only will be built through the boost to political, social, economic and cultural decen- 6 tralization, but also contributing to a new civil culture, and dynamic and vigor- ous municipalities with the mission of achieving better spaces for community life in a context of peace, harmony, progress and security..
