A. Introduction This updated Resettlement Plan (URP) has been prepared for the Qitaihe Civil Works for Water Supply Distribution Pipeline Upgrading and Reconstruction subproject (Contract No. QH-WS-W6 (A, B and C)). The URP should be read in conjunction with the Resettlement Plan in May 2017, the website is : https://www.adb.org/zh/projects/documents/prc-49021-002-rp-2. The contract includes: construction of (1) 33 new water supply pipelines with a total length of 37.3 km in Taoshan District; (2) 8 new water supply pipelines with 18.3 km in Qiezihe District; and (3) 14 new water supply pipelines with 29.4 km in Xinxing District and Jinsha District. The construction locations of the laying pipelines are shown in the figures below. Resettlement impacts identified at the feasibility stage The 2017 Resettlement Plan (RP) assessed that the Qitaihe Civil Works for Water Supply Distribution Pipeline Upgrading and Reconstruction Subproject have involved: "Water supply network construction and reconstruction, including construction and reconstruction of water supply pipes in the downtown area with a total length of 17,800 m. a). Water supply network construction and reconstruction of 13 stations: This component consists of pipes in the downtown area, Jinsha New District, and the west and Longhu mining areas. Pipes in the downtown area: construction of water supply pipes north of Dong’an Street in Qiezihe District, and along Datong Street and Tongren Road in Taoshan District, reconstruction of existing water supply pipes on Xuefu Street in Taoshan District, reconstruction of the booster pump station of the residential quarter south of Datong Street; pipes in Jinsha New District: construction of water supply pipes along Huanhu Road, Xinjin Road, Development Zone Avenue, Zhenxing Avenue, Chuangye Avenue and Shengxin Street; pipes in the west mining area: construction of water supply lines along Shanhu Road, Yibao Highway, Laodong Road, Xinxing Jingyi Road, Xinxing Jingsan Road and Xinxing Weiyi Road; pipes in the Longhu mining area: construction of water supply lines along Taoshan Wei’er Road and Dongshun Street. Laying of pipes will be along the roads right-of-way while reconstruction of 13 stations; it will not involve additional land acquisition or temporary impacts. The source of water is from the existing Taoshan Reservoir which was built in August 1990 as source of water supply, irrigation and flood control. b). Construction of Two Booster Pump Stations. This will involve the acquisition of 18 mu, in two villages. There are two affected households (8 persons). In each household, 9 mu will be affected. Each household has an average 33.75 mu of farmland. Loss is 27% per household. " C. Changes to the project scope at the detailed design stage 1. Engineering parameters in the Feasibility Study and the Resettlement Plan are inconsistent Some engineering parameters are inconsistent in the Resettlement Plan and the Feasibility Study Report (FSR). The number of pump stations stated in the RP is the same as that in the FSR, but the total length of water supply pipelines has only 17,800 m. After the detailed design, the contract contains the construction of water supply pipelines with a total length of 82,830 m, while the original construction of 13 pump stations and 2 new booster pump stations that involve permanent land acquisition (PLA) were removed from the contract. In addition, 2,196 out of 85,029 m pipelines in the detail design was constructed completely in August 2020, and the 2 new booster pump stations are under construction in locations different from the original locations with government funds, as presented in Appendix 1: Resettlement Due Diligence Report for details. 2. Decreased construction contents in the detailed design stage As presented in the above table, compared with water supply pipelines of 91,000 m planned to be constructed in the FSR, the total length of new and re-construction of water supply pipelines is reduced to 85,029 m after actual measurement in the detailed design stage, among which 2,196 m pipelines have been constructed completely with a counterpart fund. At the same time, construction locations of the water supply pipelines also have been adjusted. In addition, construction locations of the original 2 new booster pump stations have been changed from the West Mining Area and Longhu Mining Area to Xinxing District, which was removed out of this contract, and being constructed with government funds instead. D. Impacts of land acquisition and house demolition 1. Temporary land occupation of water supply pipelines According to the RP, the contract would involve TLO of state owned urban road land but not involve TLO of collective land and house demolition. At the same time, the original 2 booster pump stations would involve PLA of 18 mu collective land, affecting 2 households with 18 people. After the detailed design, the subproject only will involve TLO of state owned urban road land, and will not involve house demolition and any APs. The construction locations of 2 new booster pump stations have been changed avoiding PLA of collective land and APs. Therefore, after the detailed design, this subproject for 85,029 m water pipeline construction will involve TLO of 491.34 mu of state-owned urban road land,of which 12.69 mu land required for the construction of 2,196 m pipelines have been recovered after the TLO. Therefore, the impact scope of TLO for this contract is 478.65 mu (or 31.91 ha).
