APPENDIX 3.2 DESCRIPTION OF SURVEY TASKS APPENDIX 3.2 DESCRIPTION OF SURVEY TASKS 1. Preparatory Work The candidate survey locations were visited several times to: • Select a suitable location for each survey station. • Determine the required manpower of surveyors and supervisors • Sketch the site and its surrounding features. The following precautions were considered when selecting the survey locations: • The survey site has to be on a straight part of the road to provide sufficient sight distance for the surveyor to see the coming vehicles and to secure the safety of the survey team. • The survey site should be on a level road section to avoid the increase in vehicle speed in the down-grade direction which may increase the hazards possibility against the survey team. • The survey site has to be on an illuminated section as possible to provide adequate vision to the survey team during dark periods of the survey works and maintain safety aspects to the survey team. • The survey site has to be easily accessible by optimizing the transport process of the survey team to/from each site. • A detailed sketch for each survey station site should be prepared by the site supervisors. (1) Locations of Traffic Count Survey A total of 17 traffic count stations were, originally, selected to carry out the manual classified count (MCC) for two days during 18 hours starting from 6:00 A.M. till 12:00 A.M. These count stations can be classified into two major categories. The first category (10 bridges) is represented by a screenline along the Nile River. The traffic of the second category represented by the remaining 7 count stations enter/exit the study area within the Ring Road Based on the discussion with the Steering Committee, it was concluded to modify the survey program by conducting the traffic count survey for only one day, while increasing the total number of count stations and maintaining the same cost of traffic A3-2-1 count survey. Additional 11 count stations were added to the planned 17 locations, which yields a total of 28 count stations. The addition or new count stations were selected to be on the route of the proposed expressway network. Moreover, the survey period was reduced to 16 hours instead of 18 hours for security and safety considerations. Figure A3.2-1 illustrates the location map of the following three categories: • Ten (10) bridges across the Nile River, connecting Cairo Governorate with Giza Governorate, which are compatible with the locations counted during the screenline survey of CREATS Phase 1. • Seven (7) count stations crossing the Ring Road, which are selected from the traffic count stations of major arterials of CREATS Phase 1. • Eleven (11) new count stations located on the route of the proposed expressway network. The count stations are donated with different symbols; ellipse, triangle and star for Nile bridges, major arterials and new (additional) count stations, respectively. Table A3.2-1 presents the category, number, code, site name and description of each count station. It is the intention to present the results of traffic count survey and its related issues based on the aforementioned three categories; Bridges (B), Arterials (A) and New sites (NW). Appendix 3.3 illustrates the photos, satellite images, schematic sketches and cross-sections for different count stations by direction. (2) Locations of Willingness-to-Pay Survey Locations of the willingness-to-pay survey were selected to be in convenient places to avoid any interruption of the traffic flow on the main corridors in Greater Cairo Region. Therefore, the road users were interviewed at thirteen (13) different locations including five gas stations, one shopping mall, two parking garages, four shared taxi terminals and some terminals of light truck (pickup). Moreover, the decision makers in nine (9) different companies working in the fields of passenger public transport, tourist service and freight transport were interviewed. This will facilitate the comparison between the traffic volumes of the current survey in 2005 with survey results of 2001. The twelve vehicle types are listed below: • Passenger Car • Taxi (metered taxi and intercity taxi). A3-2-6 • Microbuses (shared taxi) • Public Transport minibus • Public Transport bus • Private Bus (school bus, company bus, tourist bus, etc.) • Light commodity vehicle (pickup and vans) • 2-Axles truck • 3-Axles truck • Heavy truck (more than 3-axle, trailer, semi-trailer). • 2-wheeler (bicycle and motorcycle) • Others (military, police, ambulance, etc.) The English version of manual classified traffic count survey form is shown in Appendix 3.3-1. 2) Willingness-to-Pay Survey Forms The interview survey form (1) of road-user, which is shown in Appendix 3.3-2, was designed to include general information, personal data and trip data as outlined below: • General information such as location code, sample ID, date, time and type of the interviewed vehicle. • Personal information such as gender, age, occupation, car availability, monthly income and the amount of monthly electricity bill.
