Relevance of the Action (max 4 pages) Catastrophic floods endanger lives and cause human tragedy as well as heavy economic losses. Floods are natural phenomena but through the right measures we can reduce their likelihood and limit their impacts. In addition to economic and social damage, floods can have severe environmental consequences, for example when installations holding large quantities of toxic chemicals are inundated or wetland areas destroyed. The coming decades are likely to see a higher flood risk in Europe and greater economic damage. Between 1998 and 2004, Europe suffered over 100 major damaging floods. Severe floods in 2005 further reinforced the need for concerted action. Since 1998 floods in Europe have caused some 700 deaths, the displacement of about half a million people and at least €25 billion in insured economic losses. The August 2008 storms were described as the worst in over two centuries and led to devastating flooding in some of the most impoverished parts of Ukraine. 140 municipalities and cities were hit by flooding in Slovakia 2002. Over 2,970 houses were inundated, 560 of which were subject to heavy damage. An area of 8,678 hectares was submerged. The cost of the damage in terms of infrastructure and farmland has been estimated at Sk 1.6 billion or € 36 million. Estimation of potential damages caused by flood events in 2002: ▪ Potential damages in Ukraine 9,4 *106 EUR, ▪ Potential damages in Slovakia 954.9 *106 EUR Floods and flooding on the rivers of Transcarpathia place from 3 to 8 times a year, but for the last 70 years (1941, 1947, 1957, 1974, 1978, 1979, 1992, 1993, 1998, 2001 and 2008) in Transcarpathia they had extreme character.
