The time, money, and effort to respond to and recover from these disasters divert public resources and attention from other important programs and problems. Arizona recognizes the consequences of disasters and the critical need to reduce the impacts of natural and human-caused hazards. It is understood that with careful selection, mitigation measures in the form of education, structural projects, and programs can become long-term, cost effective means for reducing the impact of natural and human-caused hazards. The State of Arizona Hazard Mitigation Planning Team (the Planning Team) has collaborated to prepare the 2018 State of Arizona Hazard Mitigation Plan (the Plan). With the support of the State of Arizona and the Federal Emergency Management Agency (FEMA), this Plan has resulted in a resource to guide the state toward greater disaster resistance in full harmony with the needs of the region. Arizona’s hazards have the potential to cause widespread loss of life and damage to property, infrastructure, the economy, and the environment. Hazard mitigation is designed to reduce or eliminate risk, by reducing the probability and severity of hazardous events. Mitigation is any sustained action taken to reduce or eliminate long-term risk to life and property, and successful implementation can reduce the enormous cost burden disasters place on individuals in the community and all levels of government. Mitigation can protect critical community facilities, reduce liability, and minimize community disruption. Preparedness, response, and recovery measures support the concept of mitigation and may directly support identified mitigation measures. This Plan has been prepared in compliance with Section 322 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act or the Act), 42 USC. 5165, enacted under Sec. 104 the Disaster Mitigation Act of 2000, (DMA 2000) Public Law 106-390 of October 30, 2000. Arizona was first accredited in 2004, and was reaccredited in 2009 and 2015. EMERGENCY MANAGEMENT ACCREDITATION PROGRAM (EMAP) EMAP Standard Component Standard 4.1 Hazard Identification, Risk Assessment and Consequence Analysis The Emergency Management Program identifies the natural and human-caused hazards that potentially 4.1.1 impact the jurisdiction using multiple sources. The Emergency Management Program assesses the risk and vulnerability of people, property, the environment, and its own operations from these hazards. The Emergency Management Program conducts a consequence analysis for the hazards identified in Standard 4.1.1 to consider the impact on the following: (1) purpose and scope or goals and objectives (2) authority (3) situation and assumptions 4.1.2 (4) property, facilities, and infrastructure (5) environment (6) economic condition of the jurisdiction (7) public confidence in the jurisdiction’s governance The Emergency Management Program has a method and schedule for evaluation, maintenance, and 4.1.3 revision of its Hazard Identification, Risk Assessment (HIRA) and Consequence Analysis identified in Standard 4.1.1. 4.2 Hazard Mitigation The Emergency Management Program has a plan to implement mitigation projects and sets priorities based upon loss reduction. The plan: (1) is based on the natural and human-caused hazards identified in Standard 4.1.1 4.2.1 and the risk and consequences of those hazards. (2) is developed through formal planning processes involving Emergency Management Program stakeholders. (3) establishes interim and long-term strategies, measures, goals and objectives.
