The current plans call for 22 additional boat traUer parking spots as an overflow to the main parking lot: This overflow parking is being provided in anticipation of a reduction In capacity as a result of parking spaces being used by park and ride motorists using the Captree State Parking Lot as a start point for their bicycle trip. The proposed material to be used for this expanded parking lot Is to be an. open graded asphalt that is permeable. In walking through the location of where the expanded parking lot would be, NYSDEC mentioned that there appeared to be an area of wetlands close to where the north outer edge of the proposed expanded parking lot is to be located. NYSDEC mentioned that they would like any proposed work related to the expanded parking lot to be setback at least 75ft from any area that Is considered a wetlands. NYSDOT ASAP NYSDOT mentioned that the exact limits of the wetlands will be delineated on the plans so that the proposed parking lot will be kept away from the wetlands the required minimum setback. These ASAP wetlands limits will be flagged by NYSDOT and surveyed by NYSDOT. NYSDOT In addition, NYSDOT WIll survey to the edge of the shoreline and ensure that there Is no missing topography for th~ area. 2. Review of the Pro Under the Robert Moses Causeway - NYSDOT and SSE provided a walkthrough of the bikeway alignment under the Robert Moses Causeway_ In general, it appeared that NYSDEC was in agreement C:\1E~~OT.wpd Pace 1 of 2 with the proposed alignment. However, they mentioned that they " I would like to see the alignment as close to the bridge abutment as possible. B. At. Oak Beach - NYSDOT and SSE again provided a walkthrough of the bikeway alignment at Oak Beach. This area has experienced shoreline erosion that has resulted in the top of slope to be as close as 14ft (4.2 m) from the edge of shoulder. NYSDOT explained that the proposed section for this area would have the guide rail relocated immediately adjacent to the existing 5 ft (1.5 m) paved shoulder, behind which would be a 10ft (3.0 m) proposed asphalt bikeway and a safety rail. NYSDOT explained the necessity of doing some shoreline restoration in some of the eroded areas resulting in some wetlands impacts for a very short segment (approximately 40 ft (12m». NYSDEC agreed that this area has undergone severe erosion and should be restored to accommodate a 10ft (3.0 m) wide bikeway, despite any wetlands impacts. The method of restoration WIll be similar to that used at along other sections of Oak Beach, a stone fill with geotexble. At. Hemlock Cove -, NYSDOT and SBE explained how, in one C. small section, along this part of Ocean Parkway, there would be need to do some regrading to fill a small area that has eroded as a result of pedestrians using this paint to acceSs the shoreline. NYSDEC suggested restoring the by following contours of the existing slope and stabilizing the toe with 6 ft logs and planting. At various bump-outs along the alignment· NYSDOT and SSE D. I stopped at a few locations along Ocean Parkway where the intent is to have a variation in the proposed bikeway alignment. NYSDEC suggested that the north edge of the bikeway alignment be placed no more than 50 ft (15 m) from the edge of pavement, to avoid any major impacts to the adjacent vegetated area. It was also observed that there were a few locations with Japanese Black Pines that were in good condition and, according to NYSDEC, it is SBE imperative that these locations be avoided. (NYSDOT to provide ASAP SBE with locations of trees) NYSDOT E. At. Tobay Beach Parking Lot ­ NYSDOT and S8E again provided a walkthrough of the bikeway alignment along the north edge of the ASAP Tobay Beach Parking Lot. It was observed that there was a presence of Dune Grass at sections along where of the where the proposed bikeway would be located. Based on these observations, It was suggested to locate the proposed bikeway no more than 15 ft (4.6 m) from the edge of the parking lot throughout, with the exception of one location near the maintenance driveway, where the proposed bikeway should be placed 7 ft (2.1 m) from the edge of the parking lot. The meeting began with the PS&E submission Matrix of Constraint for Ocean Parkway which included the following: • Task 1 includes SHPO approval of guiderail end-sections, fences, SHPO ASAP planters/bollards, kiosks, bicycle railing, benches, and distance signing (currently utilizing NYSDOT Standard bicycle railing). This item is not being constrained by any other task. • Task 2 includes obtaining a list of SHPO approved signs to be SHPO ASAP used within the State Park facilities of Jones Beach and Captree State Park. This item is not being constrained by any other task. NYSDOT Region 10 will inquire on the status of both Tasks 1 and 2 on February 18, 2003. Scott Lewendon offered to meet with SH PO Officials to see if he can help expedite these items. • Task 3 includes additional survey at Hemlock Cove to establish SBE 02/21/03 the high water mark along the shoreline. SITE-Blauvelt has already started this survey and is planning on completing this survey the week of February 17, 2003. (Weather permitting) • Task 4 includes the design of shoreline erosion control details at NYSDOT 02/28/03 Hemlock Cove and Oak Beach to be completed by NYSDOT. (If Task 3 is This task is being constrained by Task 3, the survey at Hemlock completed 0 n Cove. NYSDOT Region 10 is anticipating that this task will be time) completed by February 28, 2003. • Task 5 includes having the utility mark-outs conducted by Verizon, Verizonl ASAP Cablevision and L1PA. According to NYSDOT, Verizon has Cablevisionl already completed it's utility mark-outs. However, Cablevision and L1PA L1PA have yet to establish a date as to when their mark-outs will be completed. NYSDOT Region 10 will provide SITE-Blauvelt C:lTEMP\MIN02-14.03·DOTh.wpd Page 1 of 3 additional information as to when this task will be completed. • Task 6 includes finalization of the bikeway alignment by SITE­ Blauvelt Engineers. There are no other tasks constraining this SBE 02120/03 task and therefore it should be completed by February 20, 2003. • Task 7 includes the development of landscaping plans by NYSDOT Region 10. There are no other tasks constraining this NYSDOT ­ 02/28/03 task and therefore, according to Mr. Beck, it should be completed Region 10 by February 28, 2003. Landscaping • Task 8 includes the development of Environmental Initiatives (less the fishing access) to be completed by NYSDOT. According to NYSDOT­ 02128/03 Mr. Beck, these plans will be included with the landscaping plans Region 10 (If Task 6 is and should be completed by February 28, 2003. This task is completed on constrained by Task 6, finalization of the bikeway alignment. time) • Task 9 includes obtaining sign information from NYSDOT Region 10 for signs that are not in the MUTCD. Region 10 • Task 10 includes the survey of utility mark-outs to be conducted by SITE-Blauvelt Engineers. This task is being constrained by Task 5, the mark-outs conducted by the various utility companies.
