Terms of Reference USF/RTeS/Consrv/2015/01 Universal Service Fund (A company setup under Section 42 of the Companies Ordinance 1984) Terms of Reference (ToR) For “Tender for hiring of the Professional Consulting Firms to Conduct Surveys for Telecommunication Coverage in the areas of upcoming USF Rural Telephony and e-Services Lots" Tender ID: USF/RTeS/Consrv/2015/01 Issued at Islamabad 13th November 2015 Terms of Reference USF/RTeS/Consrv/2015/01 1. Background USF has undertaken a large number of rural telephony and e-services (RTeS) projects across the country to provide telephony coverage to the previously unserved areas. Before launching RTeS projects, called Lots, USFCo first determines the existing telecom coverage status in specific areas. Any such area that is void of telephony service of any kind is considered as unserved area and hence becomes part of the project targets. USF further classifies these areas as either mandatory or optional for provision of coverage under USF project(s) primarily on the basis of the population in these areas. This tender has therefore been launched to determine the same for the upcoming USF RTeS Lots and USFCo is inviting proposals for services of professional Consulting Firms having relevant experience. This ToR specifies the objectives and the areas where these services are to be rendered. 2. OBJECTIVES: USF plans to appoint Consulting Firm(s) for the Lots stated in Annex-I of this ToR, to render professional services for surveying and determining unserved areas, with the following objectives: a. Visit to the Areas (Mauzas) listed in Annex-I of ToR and noting their GPS coordinates. b. Coverage Status in each given Mauza which shall include, any service provider’s availability (both wired and wireless) and the GPS coordinates of the exchanges/cell sites neighboring or covering these Mauzas. 4. SCOPE OF WORK: The Consulting Firm is responsible for performing the following tasks: 4.1. Identification, Collection of Demographic information & Coverage Requirement a) The Consulting Firm shall survey each and every Mauza mentioned in Annex-I. They shall be responsible to collect the detailed demographic information including the population of target areas. Following Demographic information shall be provided in the detail report. i. Mauza ii. Tehsil iii. District iv. Sub Division v. Qanoongo / Halqa vi. Patwar Circle / Union Council vii. X-Coord (decimal format, rounded to six decimal places, under GCS 1984) viii. Y-Coord (decimal format, rounded to six decimal places, under GCS 1984) ix. Access to Target Areas (route maps) and Mauza Pictures. x. Estimated Population xi. Availability of Electricity (Grid Status) xii. Availability of Broadband Services (if any) Terms of Reference USF/RTeS/Consrv/2015/01 Note: a Mauza is the smallest part of the revenue system recognized by the Population Census Organization. 4.2 Coverage Status of target areas a) Consulting Firm shall perform a detailed survey of the area to determine presence of any voice telephony services. b) For verification of any PSTN services available, the consulting firm shall determine the exact served boundary along with total and available capacity. The served and un-served boundaries shall be plotted on Mapinfo along with exact location of the PSTN exchange. c) For verification of any wireless services, Consulting Firm shall perform a detailed drive test of target area (Mauzas) mentioned in Annex-1. The drive test shall cover all the major roads and streets of the target area in order to have a clear picture of the Network Coverage. In addition, Consulting Firm shall perform drive test for all the GSM/CDMA/3G operators in order to verify cellular coverage. d) The Consulting Firm shall make long /continuous calls for coverage verification. The Consulting Firm shall provide Mapinfo plots for all the operators mentioned above: e) For GSM the Consulting Firm shall provide the DT plots of; i. BCCH Rx Level ii. C/I iii. C/A f) In case (for GSM), coverage is found in any Mauza, the Consulting Firm shall also provide the following DT plots of all available Operators; i. RXQual (Full & Sub) ii. Timing Advance( TA) iii. MobileTx Power iv. Rx Level for TCH (Full & Sub) g) For CDMA (including 3G), Consulting Firm shall provide the DT plots for: i. Ec/Io ii. Rx Power iii. Mobile Tx Power iv. Frame Error Rate h) The consulting firm shall mark the population and Mauza Boundary in drive Test Logs. i) All drive tests shall be performed without any external antenna. j) Moreover Consulting Firm shall also submit the drive test log files. k) For the areas where access via vehicle is not possible the Consulting Firm shall provide the above mentioned parameters for 5 random locations from outer edge and center of the Mauzas. Logs files of such areas shall also be submitted. l) Details of any other mode of voice & data communication(s) in the area. m) The consulting firm will also identify any villages/Mauzas, not identified by USF in Annex-I, having more than 500 inhabitants and will perform a detailed survey of the identified Mauza to determine presence of any voice telephony services. Terms of Reference USF/RTeS/Consrv/2015/01 4.1.8 Recommendations a) The consulting Firm shall recommend if there is a need of Universal Services in Mauzas identified in Annex-I or any other Village/Mauza identified by the consultant. 4.1.9 Survey Report & Presentation a) Upon completion of tasks mentioned in Scope of Work, the Consulting Firm shall submit a detail report. The report shall include all details as required in section 4.1 and 4.2. b) The drive test results shall be provided in detail in report with all the operators drive tests plots with offsets on single diagram. c) The detailed report shall be submitted in both soft and hard copy. Each page of the submitted report shall be signed by the authorized representative of the Consulting Firm. 5. Pre-Requisites for Consulting Firm Selection: a) The Consulting Firm shall have the expertise and be able to demonstrate experience in the following areas of voice telephony projects; i. CDMA/GSM/3G Drive Testing (Benchmarking) ii. Surveying including Area Profiling & Data Collection iii. Proven experience of Wireless and Wireline Projects b) The consulting firm shall have at least two licensed Drive Test kits along with CDMA, GSM and 3G software licenses or valid proof of access to the same. 6. Reports and Time Schedules: a) It is expected that the work for the above mentioned Tasks will require Six (6) weeks to complete for each of the Lot specified in Annex-I. b) Consulting Firm is bound to submit any information, related to project, requested by USF in any desired format. c) The Consulting Firm shall submit weekly reports on the progress of the assignment and a final report summarizing the works performed under the assignment and the conclusions and recommendations. d) The Report shall be considered final, after it has been accepted by USF and certificate issued. 7. Payment Terms: a) Following payment schedule will be followed after the award of the Contract to the successful Applicant. 1. 20% payment in the form of Mobilization Advance (only if consulting firm submits an equivalent bank guarantee) 2. 100% payment on submission of Final Report and final acceptance by USF. Mobilization advance, if any, obtained by the successful bidder will be accordingly adjusted from the payment.
