CARRIED 779th Council Meeting 20 September 2019 5 Events Tourism And Governance Committee Meeting 17 September 2019 Adopted Report ITEM 2 LIFESTYLE & COMMUNITY MAKING OF REGULATED PARKING (AMENDMENT) SUBORDINATE LOCAL LAW (NO. 1) 2019 LG222/365/02/02/01(P10) Attachment ‘A’: Regulated Parking (Amendment) Subordinate Local Law (No. 1) 2019 (as advertised for public consultation purposes) Attachment ‘B’: Regulated Parking (Amendment) Subordinate Local Law (No. 1) 2019 (including tracked amendments post consultation) Attachment ‘C’: Consolidated version of Subordinate Local Law No. 2 (Regulated Parking) 2006 (untracked version) Attachment ‘D’: Submissions received during community consultation for Regulated Parking (Amendment) Subordinate Local Law (No. 1) 2019 Attachment ‘E’: TAPPs Engagement and Marketing Report Attachment ‘F’: List of likely anti-competitive provisions Attachment ‘G’: Written agreement from the Chief Executive Department of Transport & Main Roads 1 BASIS FOR CONFIDENTIALITY Not Applicable. 2 EXECUTIVE SUMMARY Not Applicable. 3 PURPOSE OF REPORT The purpose of this report is for Council to resolve to: a make Regulated Parking (Amendment) Subordinate Local Law (No. 1) 2019 as advertised (refer Attachment ‘A’), and further amended (refer Attachment ‘B’); and b adopt a consolidated version of Subordinate Local Law No. 2 (Regulated Parking) 2006 incorporating the amendments specified in the amending subordinate local law, referred to in paragraph a, (refer to Attachment ‘C’). 4 PREVIOUS RESOLUTIONS Ex Minute ETG19.0523.003 and G19.0528.014 “That Council resolves to propose to make Regulated Parking (Amendment) Subordinate Local Law (No. 1) 2019 (“the proposed subordinate local law”)…” 5 DISCUSSION 5.1 Introduction In accordance with Council’s resolution on 28 May 2019 to make Regulated Parking (Amendment) Subordinate Local Law (No.1) 2019 (‘proposed subordinate local law’), Attachment ‘A’, the making of the proposed subordinate local law has progressed in accordance with Council’s adopted local law making process. 779th Council Meeting 20 September 2019 6 Events Tourism And Governance Committee Meeting 17 September 2019 Adopted Report ITEM 2 (Continued) MAKING OF REGULATED PARKING (AMENDMENT) SUBORDINATE LOCAL LAW (NO. 1) 2019 LG222/365/02/02/01(P10) The proposed subordinate local law includes: • identifying Traffic Area boundaries, including the Bundall/Chevron Island Traffic Area, Central Traffic Area, Gold Coast Health and Knowledge Precinct Traffic Area, Main Beach Traffic Area, Robina Stadium Traffic Area, Southern Traffic Area, Southport Traffic Area, Stadium Residential Traffic Area and the Varsity Lakes Traffic Area • increasing the permit cap for multi-residential developments in the Southport and Central Traffic Areas (from 20 residences to 30 residences) • introducing carer permits for both paid care workers and unpaid carers • modifying permit criteria and conditions to improve clarity to applicants • introducing new criteria for multi-residential developments with a water connection date after 30 October 2018 • introducing administrative amendments to the Schedules relating to definitions, boat trailer parking and additional off-street carparks • identifying other information which must accompany a parking permit application • identifying conditions of a parking permit. In accordance with Council’s adopted local law making process: • Councillors were consulted in relation to the proposed amendments prior to drafting the amendments • public consultation was held from Saturday 1 June 2019 to 5pm Monday 24 June 2019 advising Council’s objective to amend the Subordinate Local Law • submissions were collated and considered (refer Attachment ‘D’). 5.2 Results of Consultation with the Community To ensure the City was open and transparent about the proposed Traffic Area and Parking Permit Scheme (TAPPS) changes, a comprehensive consultation, marketing and communications campaign was undertaken which included advertising through social media, City channels, print, community stakeholder engagement and the City Panel. The TAPPS Engagement and Marketing Report is attached (refer Attachment ‘E’). Campaign results During this campaign: • 272,457 people were reached via various marketing and communications channels • 8424 clicks were received through the “gchaveyoursay” survey • 5436 webpage site visits were recorded • 3100 documents were downloaded, including: o 527 downloads of the proposed Subordinate Local Law o 1765 downloads of Traffic Area boundary maps and Frequently Asked Questions o 808 downloads of the Parking Permits Guide. A total of 550 submissions were received resulting in a total of 2201 responses, 1892 relating to Traffic Areas, 297 relating to the Parking Permit proposed changes, and 12 additional responses requesting consideration for individual circumstances.
