It goes on to outline the various efforts dedicated by all range of stakeholders to solving them. The paper further shows that, the creation of the HJKYB Trust Fund as “a child of necessity” is the most celebrated of all the efforts. Therefore it elaborates the achievements of the Trust Fund particularly its infrastructural interventions and the local capacity building activities as well as the economic importance of these activities to the inhabitants of the basin and the nation at large. In the end it brings out some factors that militate against the continued functioning of the HJKYB-TF and suggests measures for ameliorating them. _____________________________________________________________________________________________________ *Corresponding author: Email: [email protected]; Hadejia and Boso; ARJASS, 3(4): 1-11, 2017; Article no.ARJASS.26221 Keywords: Capacity; partnership; sustainable; water resources; management. 1.
