Government of India Ministry of Development of North Eastern Region --------- Minutes of the 73rd Meeting of the NLCPR Committee held at 1100 Hrs on 22.09.2009 under the Chairmanship of Secretary, M/o DoNER in Committee Room No.243-A, Vigyan Bhavan Annexe New Delhi. Following Officers were also present as special invitees: Shri Rajesh Kumar (Director), Shri P.R. Meshram (Director), Shri B.B. Samaddar (Deputy Secretary), Shri K. Guite, Joint Director (IFD), Shri Ajay Kumar (Section Officer) and Shri S.K. Saha (Section Officer), Ministry of DoNER. The Committee met and deliberated on the Agenda items. Following observations and recommendations were made: Item No.1: Confirmation of Minutes of 72nd Meeting of the NLCPR Committee held on 28.08.2009 Minutes of the 72nd Meeting were confirmed. **** Item No.2: Action taken report of decisions / recommendations made by NLCPR Committee in the 72nd Meeting held on 28.08.2009 The Committee noted that the Minutes for 72nd Meeting have been issued on 28.08.2009 and action has been taken by the Ministry of DoNER on the decisions/ recommendations made by the NLCPR Committee in that meeting. **** 1 Item No.3: Infrastructure Development of Assam Institute of Management, Guwahati in Assam The Committee noted that the cost of Rs.261.57 lacs for Land Development (in particular ‘Earth Filling’) is too high. The Committee also noted that the same should not be charged against the project cost. Therefore, the Committee suggested that the State Government may be advised to select an alternate site to obviate heavy cost on ‘Site Development’ or else the same may be borne by the State Government. **** Item No.4: Construction of bridge over Layii river on Kharasom Lazo to Layii Road in Manipur The committee noted that the project was retained at an estimated cost of Rs.3.03 crore from the Priority List submitted by the Government of Manipur for 2005- 06, on recommendation of NLCPR Committee in its 32 Meeting held on 28.02.2005. Union Department of Road Transport & Highways have examined the DPR and recommended the project for approval. 2. After deliberations, the Committee recommended sanction of the project at a cost of Rs.353.21 lakh detailed as under: S.No. Items of works Amount (Rs. in lakh) 1 Construction of RCC Bridge 54.00 m span 258.73 2 Construction of Coffer Dam 16.89 3 Construction of Protection Works 63.15 4 Construction of Approach Road 7.51 Sub total 346.28 5 Contingency @ 2% 6.93 Total 353.21 3. The Committee, however, laid down the following conditions: (i) The contingency charges may be reimbursed on submission of document on actual contingent expenditure excluding cost of establishment, audit and accounts, O&M, departmental charges, quality control, T&P, agency and purchase of vehicle. (ii) The State Government should ensure that the tenders are floated on competitive basis by giving wide publicity in print media and website etc. and the works are awarded within 3 months of its sanction, even without waiting for the release of funds from the State Government to implementing agency. (iii) The State Government should follow all codal formalities and strictly adhere to the project implementation schedule and physical targets given in the DPR. (iv) The implementing agency should adhere to the time schedule given in the estimate. Duration of the project and the target date of its completion may be firmed up by the State Government. (v) Transparency should be maintained in tendering process. (vi) In case the project could not be completed within target date (as given in DPR by the State Government) plus 6 months, it will be closed for funding by M/o DoNER. The State Government will be responsible for completion of the balance work of the project from its own resources. (vii) The project implementation will be governed by the terms and conditions stipulated in the revised guidelines of NLCPR, dated 06.08.2009. (viii) The State Government may upload the tender enquiry on the website www.mdoner.gov.in. **** 2 Item No.5: Construction of bridge over Jaduki river on Tamei-Kuilong Road in Manipur. The committee noted that the project was retained at an estimated cost of Rs.2.03 crore from the Priority List submitted by the Government of Manipur for 2005- 06, on recommendation of NLCPR Committee in its 32 Meeting held on 28.02.2005. Union Department of Road Transport & Highways have examined the DPR and recommended the project for approval. 2. (viii) The State Government may upload the tender enquiry on the website www.mdoner.gov.in. **** Item No.6: Construction of road from Chuchuyimlang to Mongdikang (20 km) in Nagaland The committee noted that the project was retained for 20.00 km road at an estimated cost of Rs.1128.00 lakh from the priority list submitted by the Government of Nagaland for 2008-09, on recommendation of NLCPR Committee in its 62 Meeting held on 22 October 2008. Union Ministry of Road Transport & Highways have vetted the DPR and recommended the project for approval. 3 2.
