1 12 FEBRUARY 2018 James Pickard Vauxhall Station Old Street Roundabout 2 Background • Old Street roundabout is a complex multiple lane roundabout, linking the A5201 Old Street and the A501 City Road. • The roundabout is located within the London Borough of Islington, however the area immediately to the east falls within the London Borough of Hackney. • The Old Street area as a whole suffers from a lack of open green space, as identified in the London Borough of Islington’s Opportunity Area Planning Framework. 3 Background • The proposed layout will contribute towards significant economic opportunities and the Gateway to ‘Tech City’ and supporting economic growth in the area. • The scheme will help deliver the Mayor’s Transport Strategy commitment of providing Healthy Streets by helping to encourage Londoners to walk, cycle and use public transport. • Our Principal Contractor, Morgan Sindall will carry out the works with close supervision from TfL. 4 Public Consultation • We consulted on the scheme in early 2015. • 87 per cent of respondents felt the proposed changes would improve conditions for pedestrians and cyclists. • 63 per cent of respondents felt the scheme would improve conditions for bus and tube passengers. • There were a wide a range of written comments, including a number of different suggestions for what use we might make of a new peninsula space that would be created. 5 Transformation 6 Proposed Scheme • Remove the existing roundabout and close the northwest arm to create a new public space. • Switch road traffic movements to two-way operation. • Improve facilities for cyclists travelling through the junction with segregated cycle lanes and safe traffic signal controlled crossings at surface level. 7 Proposed Scheme • Build a new main entrance and a new lift to Old Street Station connecting to the retail concourse below, both accessible from the new public space. • Close three of the four existing station subway entrances. The existing stepped entrance on the north- west side of the junction will be retained and the south-east subway will be modified to create a new stepped access in Cowper Street. • Install urban realm improvements in the new public space. Plans to be finalised and agreed with the Islington Council. 8 Existing Junction 9 New Main Station Entrance, Lift & Public Space 10 New Cowper Street Station Entrance 11 What is happening and when • Phase A – Enabling Works (Nov 2018 to Mar 2019) o Trial holes and utility diversions at Cowper Street. o Required to facilitate construction of new stepped entrance. o Working hours: Mon – Fri, 8am to 5pm. • Phase B – Advanced Works (Mar 2019 to Apr 2019) o Removal of traffic islands on all arms of the roundabout and relocation of existing bus stops. o Required to facilitate safe movement of traffic when main works commence. o Proposed Working hours: Mon to Sun, 8.30pm to 5.30am. Night works required to minimise traffic impact during the day. 12 Phase B – Advanced Works (Mar 2019 to Apr TM Phase 1 – Old street East island TM Phase 2 – City road South island 2019) removal removal TM Phase 4 – City road North island TM Phase 3 – Old street West island removal removal 13 What is happening and when • Phase C – Main works (May 2019 to Nov 2019) o Closure of the south eastern arm of the roundabout to traffic. Two-way traffic flow o Creation of dedicated cycle and pedestrian routes through the works site o Required to build the new station entrance at Cowper Street and subway works o Proposed Working hours: Mon – Sat, 7am to 7pm o Some night time works between 8.30pm and 5.30am due to LU operations 14 Phase C – Main Works (May 2019 to Nov 2019) TM Phase 5 – Traffic Switch to two way operation 15 What is happening and when • Phase D – Main works (Nov 2019 to Oct 2020) o Closure of the north western arm of the roundabout to traffic. Two way traffic flow o Required to build the new main station entrance o Required to build the new station lift o Required to transform the roundabout into a new public space o Required to close Subways 1 and 3 permanently o Proposed Working hours: Mon – Sat, 7am to 7pm o Some night time works between 8.30pm and 5.30am due to LU operations 16 Phase D – Main Works (Nov 2019 to Oct 2020) TM Phase 7A – Traffic Switch to two way operation (permanent) TM Phase 7B – Subway 1 closed & filled TM Phase 8 – Subway 3 closed & filled 17 Programme Milestone Date Start Phase A Enabling Works Nov 2018 Start Detailed Design Jan 2019 Start Phase B Advanced Works (traffic island removals) Mar 2019 Start Phase C Main Works (new station entrance at Cowper Street) May 2019 Start Phase D Main Works (new main station entrance, lift, open space) Nov 2019 New Cowper Street entrance opened Feb 2020 Subway 1 closed Mar 2020 New main station entrance opened Jul 2020 Subway 3 closed Aug 2020 New lift operational Sep 2020 Construction completed Oct 2020 18 During construction • Our main priority is the health and safety of all road and station users throughout the works. • We will continue to maintain safe pedestrian access to Old Street Station throughout the works. • We will continue to provide safe cycle and pedestrian provision throughout the works. • We will minimise disruption keep traffic moving by monitoring the road network via our 24/7 traffic control centre, balancing queues protecting buses. • We will keep noise and dust levels to a minimum. • 19 Local Impacts during construction • Phase B – Night works and noisy works (Mar to Apr 2019) • Traffic and pedestrian management: o Changes to your usual walking and cycling routes o Changes to your subway/station access routes o Advance signage will be in place • Bus stop relocations on Old Street: o On the western arm of the roundabout the eastbound bus stop is being relocated 30m towards the west o On the eastern arm of the roundabout the westbound bus stop moving 65m towards the east • Relocation of cycle hire station, capacity will be maintained. 20 Communications & Engagement • We will keep the public and stakeholders up to date throughout the project. • We are working closely with the London Boroughs of Islington and Hackney to make sure we inform as many affected people as possible of the upcoming works. • Our Communications teams will look at how we can minimise disruption for the travelling public as well as local residents and businesses. • We will be helping customers to understand the changes before, during and after construction and helping them to plan their journeys in advance and by knowing their travel options. 21 Communications & Engagement • A host of channels will be used to publicise the works in advance of each stage. • TfL website - tfl.gov.uk/travel- information/improvements-and-projects/old-street- roundabout • Social media and press announcements • Station and bus stop posters and leaflets • Drop in sessions • Customer emails - including our weekly information in the weekly multi-modal email • Metro and other press articles • Regular letters drops to the local community – 2 wks in advance • Use of temporary and permanent VMS signage • Attendance at Ward Partnership and Residents Forums 22 Who to contact? • PLO: David Kingston ([email protected] - 07811 200919) – Available on Tuesdays and Thursdays (this will be enhanced as works progress).
