Introduction The client: The Directorate General of Archaeology, is inviting reputable firms (consortium/joint ventures) to submit Expressions of Interest (EOI) for the Studies to Implement the Recommendations of Joint Reactive Monitoring Mission of UNESCO & ICOMOS for Lahore Fort and Shalamar Gardens, Lahore. The project site is located in the districts of Lahore in Punjab province. Shalamar Gardens, a marvel of Mughal garden architecture, is one of the greatest gardens in the world, representing the Islamic concept of Paradise. It was inscribed on the World Heritage List in 1981. The state of Conservation of the Shalamar Gardens and Lahore Fort were discussed in the 40th Session in 2016 and 41st sessions of World Heritage Committee of UNESCO. The State Party was directed to invite a UNESCO Reactive Monitoring Mission (RMM) to assess the state of conservation of the World Heritage Property, particularly after the construction of the Orange Line Metro Project passing near to the south façade of Shalamar Gardens. The impact of the Orange Line Metro added to the concerns of WHC regarding existing threats from levels of traffic in front of and around the property, urban growth in the surroundings of the Gardens and violations of the various legislation rules and regulations regarding encroachments and environmental standards. In particular, the WHC expressed concern regarding the violations of the Orange Line construction concerning violations of Article 22 of the Antiquities Act (1975): “Execution of development schemes and new construction in proximity to immovable antiquity – Notwithstanding anything contained in any other law for the time being in force, no development plan or scheme or new construction on, or within a distance of two hundred feet of, a protected immovable antiquity shall be undertaken or executed except with the approval of the Director General.” In accordance with the commitment made by the State Party during the Sessions, a RMM was invited immediately after the decision of the Honourable Supreme Court of Pakistan regarding the Orange Line Metro Train Project on 8thDecember, 2017. The Government of Pakistan extended the invitation to Joint World Heritage Centre/ICOMOS Reactive Monitoring Mission to visit World Heritage Property in Lahore through the Permanent Delegate of Pakistan to UNESCO. A Joint RMM of UNESCO & ICOMOS visited the Shalamar Gardens and Lahore Fort in April 2018 and submitted its Report to the World Heritage Committee. The report was discussed in the 42ndSession of WHC: “14. Fort and Shalamar Gardens in Lahore (Pakistan) (C 171) Decision: 42 COM 7B.14 The World Heritage Committee, 1. Having examined Document WHC/18/42.COM/7B.Add.2, 2. Recalling Decisions 40 COM 7B. 43 and 41 COM 7B.96, adopted at its 40th (Istanbul/UNESCO, 2016) and 41st (Krakow, 2017) sessions respectively, 3. Acknowledges the efforts made by the State Party to address the Committee’s recommendations with regard to the conservation of the property; 4. Takes further note of the decision of the Honourable Supreme Court of the Islamic Republic of Pakistan that has given 31 directions with regard to protection, preservation and conservation of the property; 5. Expresses concern that the State Party did not inform the World Heritage Committee of the Orange Line Metro project before any irreversible decision was taken, in accordance with Paragraph 172 of the Operational Guidelines, especially in view of 3 the impacts of the metro line, and notably its route and construction process, on the Outstanding Universal Value (OUV) of the property; 6. Also expresses concern that, despite the Committee’s previous decisions, the Orange Line Metro in Lahore has been almost completed without a satisfactory, comprehensive Heritage Impact Assessment (HIA) for the project; Decisions adopted during the 42nd session WHC/18/42.COM/18, p. 89 of the World Heritage Committee (Manama, 2018) 7. Notes the efforts of the State Party in implementing all mitigation measures during the construction phase of Orange Line Metro Train Project (OLMTP) and requests that close monitoring and implementation of vibration control, noise, air pollution and visual mitigation measures directed in the order of the Honorable Supreme Court of Pakistan and suggested in various studies will be ensured during the operation phase of Orange Line; 8. Notes the impact on integrity and authenticity of the property 9. Takes note of the outcomes of the April 2018 joint World Heritage Centre/ICOMOS Reactive Monitoring mission to the property, including the evaluation of the current condition of the property, and also requests the State Party to implement the mission’s recommendations; 10. Further requests the State Party, in line with Paragraph 172 of the Operational Guidelines, to submit, in relation to future projects, detailed project studies to the World Heritage Centre for review by the Advisory Bodies and to ensure that implementation only start after positive feedback has been received from the World Heritage Centre and the Advisory Bodies; 11. Finally requests the State Party to submit to the World Heritage Centre, by 1 February 2019, a report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 43rd session in 2019.” 4 2. The area in red is the uppermost terrace, and was reserved for the Emperor's harem, while the area in blue was reserved for the Emperor. The area in green is the lowest terrace, and was occasionally open to the public. 5 3. Stakeholder Engagement Study 8. Compliance Study The deadline for the submission of the EOIs to the client’s office is the 07th September, 2020, 12:00 Noon PST. 4. Purpose of the Consultancy For the implementation of Joint World Heritage Centre/ICOMOS RMM recommendations, the State Party convened a series of meetings with stakeholders including Federal Department of Archaeology, UNESCO Office Islamabad, President ICOMOS Pakistan, various government departments of the Punjab i.e., Punjab Mass-Transit Authority, Lahore Development Authority, Metropolitan Corporation of Lahore, Zonal Revenue Authorities, Walled City of Lahore Authorities, Technical Committee on Shalamar Gardens and eminent national and international heritage experts. Recommendations were deliberated one by one to identify the way forward. As a result, various studies have been proposed to check the feasibility, detailed design, cost estimates and then supervise subsequent execution of the recommendations of the RMM while remaining strictly within the confines of the directions of the Honourable Supreme Court of Pakistan. All the stakeholders unanimously agreed on hiring the services of reputed consultants for the purpose and the process is underway. The aim of the assignment is the sustainable conservation of Shalamar Gardens meeting the obligations of its World Heritage status; the specific goal or target of the assignment will be to meet the targets set and goals identified by the UNESCO and ICOMOS RMM in order to ensure that the property is not re-inscribed on the List of World Heritage in danger in accordance with Article 11 (4) of the World Heritage Convention It is important that the main Consultant should assess the viability of implementation of each of the recommendations of the RMM in the light of studies assessing to what degree the recommendations may be practicable. These assessments must be supported with planned phases and prioritization of implementation, schedules and work plans and identification of key agents in the implementation process. 5. Data Availability The client will provide the requisite baseline data concerning the different studies. 6 6. Eligibility Criteria Applicants shall be evaluated on the following eligibility criteria set out below regarding financial soundness, experience and technical strength (as demonstrated by the Applicant’s responses).
