ADDENDUM NO. 2 PROJECT MANUAL 2020 AIRPORT PAVEMENT AND DRAINAGE IMPROVEMENTS CONTRACT NO. 2017HEARN CITY OF HEARNE, TEXAS Bids will be received until 2 P.M., local time, July 21, 2020. This Addendum to the Project Manual is issued to modify, explain, or correct the original Contract Documents and Specifications for Hearne Municipal (TxDOT CSJ No. 2017HEARNE) and is hereby made part of the Contract Documents. A. NONMANDATORY PREBID CONFERENCE MEETING DOCUMENTS 1. ADD PREBID MEETING DOCUMENTS a. Attached is the nonmandatory Prebid Conference Meeting Agenda and Minutes that includes sign in sheet and Q & A. B. BID FORM 1. REVISED BID FORM a. Attached Bid Form is revised to include deleting P-629 Thermoplastic Coal Tar Emulsion Micro-Surface Treatments, increasing quantity of P-629 Thermoplastic Coal Tar Emulsion Sand Slurry Seal, adding pay item to remove pavement markings, and changing the signs from Mode 1 to Mode 2. C. SPECIFICATIONS 1. REVISED TABLE OF CONTENTS a. Attached Table of Contents revised to delete P-629 Thermoplastic Coal Tar Emulsion Micro-Surface Treatments. 2. REVISED SPECIFICATION L-125, INSTALLATION OF AIRPORT LIGHTING SYSTEMS a. Attached Specification revised to include changes of the signs from Mode 1 to Mode 2. 3. Project Description: (1) Base Bid–Rehabilitate and mark runway (RW) 18-36; construct taxiway (TW) A1 and TW A3; widen TW A2, rehabilitate and mark parallel TW A and TW A2; and construct threshold lights and signs. (2) Deductive Alternate Bid No. 1–Widen TW A2. b. Bidders must bid on Base Bid and Deductive Alternate Bid No. 1. c. Disadvantaged Business Enterprise (DBE) Requirements (1) The DBE goal is 4 percent. (2) The bidder must submit an acceptable DBE plan and commitment or good faith effort no later than five calendar days after the bid opening as a matter of responsibility. TxDOT (Ryan) recommended that bidders prepare DBE plans even if they were not the low bidder. If the low bidder does not have the correct paperwork, sometimes the project is passed on to the second or even third place bidder. The deadline for DBE paperwork submittal is five calendar days after the bid opening, which is Sunday, July 26, 2020. TxDOT will check for these on Monday, July 27, 2020 at 8 A.M. d. Sealed bids for the construction of the airport improvements at the Hearne Municipal Airport need to be addressed and delivered to John Naron, City Manager, City Hall, 209 Cedar Street, Hearne, Texas 77859. Bids will be received until 2 P.M., July 21, 2020, and then publicly opened and read. Any bid received after the closing time will be returned unopened. TxDOT (Ryan) advised that Adobe Acrobat Pro should be used for the completion of the Bid form and encouraged bidders to download the form now to ensure it is working properly. (3) Bid form should be completed online and then signed with ink. (4) Each bidder must be prequalified. Prequalification must be completed by bid day. 3. Addenda a. Addendum No. 1 included the following: (1) Change the date of the Prebid Conference to July 8, 2020 at 10 A.M. b. Addendum No. 2 will include the following: (1) Sign-in sheet. (2) Prebid Conference agenda. (3) Issues or clarification from Prebid Conference. (4) Update drawings and specifications to make guide signs Mode 2. c. Deadlines for Contractor’s questions and final addendum–Friday, July 10, 2020 at the close of business. 4. Discussion of Other Construction Issues or Concerns a. TxDOT (Ryan) advised that new guidance from the Federal Aviation Administration (FAA) may change the microsurface seal to a sand slurry seal. TxDOT (Ryan) will advise Engineer (Tom) of any updates and, if change is needed, the changes will be included in the addendum. b. Additional questions and answers are included in the Q & A section on the addendum. c. A site visit followed the meeting at City Hall. A: Yes Q: Does the airport really want Mode 1 signs? Most airports go with Mode 2 and I am not even sure if anybody makes Mode 1 anymore. A: The signs should be Mode 2. Q: Can excess excavated material be wasted on site? A: The Airport Owner will allow excess material to be placed on airport property or other location nearby. (Please see addendum documents for further details on requirements of placing this material on Airport property) Q: Is water available? A: There are multiple hydrants nearby to choose from. The City will allow Contractor to take water on an honor system basis for payment to the City. The Contractor should report to the City how many loads of water they took. Q: The company that applies the Thermoplastic Coal Tar requires all the paint to be removed in order for their material to properly adhere. I noticed there was no pay item for paint removal. Are you considering paint removal incidental to surface prep or the P-620? Normally there is a pay item for paint removal. A: A pay item for paint removal will be added. Please see addendum documents for further information. Q: I would like an official written answer to stop some confusion we have had regarding the DBE plan submittal, and if everyone is required to turn in a DBE plan then the wording in the bid docs should to be changed to reflect that. A: Please note this statement is TxDOT’s official position which overrides any discussion in the prebid meeting: “Only the apparent low bidder must have their DBE plan submitted by midnight of July 26, 2020 to be considered responsive.” Q. Does the engineer or project representative require a job trailer on the project site? A. No Q: Is a gate guard required for this project? A: No Q: Can you provide any details for the “P-101. Removal and disposal of existing stake-mounted runway threshold lighting fixture”? I don’t see a detail or description of the existing light fixture in the plans. A: Please see Plan Sheet 33. On each runway end, there are notes that read “Install L-867 junction can and splice new cabling into existing MIRL circuit and remove and dispose of Ex.
