Notice to Prospective Bidders The California Science Center (Science Center) is replacing its electrical transformer from the Los Angeles Department of Water and Power (LADWP). This IFB is soliciting bids from general contractors for construction of a concrete pad, enclosure and conduit to support a new 3 4.5 kv electrical transformer and switchgear. The actual transformer equipment, vault and stub-outs will be provided by LADWP AND ARE NOT A PART OF THIS BID. You are invited to review and respond to this solicitation entitled IFB CSC 17-350 Construction Services for Concrete Pad, Enclosure and Installation of Conduit . All work associated with this contract must be completed not later than March 30, 2018. In submitting your bid, you must comply with all instructions herein. Note that all agreements entered into with the State of California will include by reference General Terms and Conditions (GTC) and Contractor Certification Clauses (CCC). The State’s GTC’s and CCC’s are not negotiable and the State will not accept alternate GTC and CCC language from a prospective contractor. Any bid submitted with alternate language will be considered a counter proposal and immediately rejected. The State’s GTC’s and CCC’s may be viewed and downloaded at Internet site: http://www.dgs.ca.gov/ols/Resources/StandardContractLanguage.aspx The deadline to submit your bid is September 22, 2017 at 10:00 a.m. Costs incurred for developing bids and in anticipation of award of the agreement are entirely the responsibility of the bidder and shall not be charged to the State of California. An individual who is authorized to bind the bidder contractually shall sign the Bid/Bidder Certification Sheet (Attachment 1). The signature should indicate the title or position that the individual holds in the firm. An unsigned bid may be rejected. Where applicable, bidder should carefully examine work sites and specifications. Bidder shall investigate conditions, character, and quality of surface or subsurface materials or obstacle that might be encountered. No additions or increases to the agreement amount will be made due to a lack of careful examination of work sites and specifications. It is strongly encouraged that Bidders consider cost associated with Section II. Bidder’s Minimum Qualifications which includes but is not limited to: insurance coverage, bidder’s security, and payment bond. I. PURPOSE AND OVERVIEW OF SERVICES The California Science Center (CSC) is replacing the electrical transformer servicing its facilities. The purpose of this Invitation for Bid (IFB) is to elicit bids from qualified Bidders to construct a concrete pad and enclosure and install conduit from a transformer to the facility at the California Science Center, per specifications provided by the Los Angeles Department of Water and Power (LADWP) in Exhibit F, page 50. The transformer equipment, vault and stub-outs will be provided by DWP AND ARE NOT A PART OF THIS BID. Contractor will coordinate with LADWP to sequence work in a way that minimizes open trenches, ensures LADWP inspections are timely, etc. Material lay-down and stock-pile areas will be reviewed at the mandatory project pre-bid conference and walk-through. The Contract shall commence upon approval of the Department of General Services (DGS); Contractor shall complete the conduit and the industrial station by March 30, 2018. Contractor shall coordinate with LADWP so the Contractor and LADWP can perform their respective portions of the project in conjunction with each other. II. BIDDER’S MINIMUM QUALIFICATIONS 1) The Bidder needs to have held a valid California General Contractor license continually for a minimum of the past five years. Bidder must provide a copy of their California General Contractor license and proof that the bidder has had it for the past five years. Three references for services completed must be within the last three years, and to the types of services described in this IFB. 2) The Bidder must provide a certificate of Insurance providing proof of insurance to the Science Center with their bidding package. Bidder should review the Insurance Requirements included in this bid and ensure they can meet these requirements before submitting their bid. Once the contract has been awarded, the State’s Office of Risk and Insurance Management (ORIM) will review the winning bidder’s insurance certificate and/or proof of self-insurance documentation before execution of the Agreement. The winning bidder will have ten (10) business days to correct and comply with all insurance requirements after the certificate of insurance is reviewed by ORIM. Refer to Additional Provisions, Exhibit E for the applicable specific insurance requirements and coverage limits. California Science Center IFB CSC 17-350 Construction Services for Concrete Pad, Enclosure and Installation of Conduit Page 5 of 50 3) Bidders submitting a bid are required to submit their bid by the due date and time, accompanied by one of the following forms of bidder’s security: cash, cashier’s check, a certified check, or a bidder’s bond executed by an admitted surety insurer and made payable to the California Science Center. The security must be in an amount equal to 10 percent (%) of the amount bid. A bid will not be considered unless one of the forms of the bidder’s security is enclosed with the bid package. 4) The Bidder must complete and submit to the awarding agency the Payee Data Record (STD 204), to determine if the Contractor is subject to state income tax withholding pursuant to California Revenue and Taxation Code Sections 18662 and 26131. This form can be found on the Internet at www.osp.dgs.ca.gov under the heading FORMS. No payment shall be made unless a completed STD 204 has been returned to the awarding agency. 5) Notice: The
