The TriMet Pedestrian Plan will help jurisdictions identify top locations where infrastructure investments will improve pedestrian access to transit. Furthering the work started in the 2011 TriMet Pedestrian Network Analysis, the Pedestrian Plan will entail a robust public engagement process, the establishment of an advisory committee, and close coordination with stakeholders. The plan will include a pedestrian network connectivity analysis, an evaluation framework for pedestrian investments, and an updated hierarchy for investments in pedestrian access- to-transit infrastructure. Date: 6/8/2018 2018 TGM Grant Application Jurisdiction: TriMet Project Title: TriMet Pedestrian Plan Eligibility Requirements The following three eligibility requirements are reviewed on a pass/fail basis. Applications found to not meet each of these requirements will not be scored against the award criteria and will not be awarded a grant. 1. Clear Transportation Relationship A proposed project must have a clear transportation relationship and produce transportation benefits. A project must entail analysis, evaluation of alternative scenarios, development of implementation measures, and public involvement that results in a transportation plan, land use plan, or other product that addresses a transportation problem, need, opportunity, or issue of local or regional importance. 1000 character limit. This project has a clear transportation relationship, as developing TriMet’s Pedestrian Plan is by definition a multimodal undertaking - whether they walk or roll, everyone accesses transit as a pedestrian. However, an incomplete sidewalk network, lack of safe crossings and other barriers often prevent people from reaching transit safely and comfortably. TriMet’s experience with the 2011 Pedestrian Network Analysis (PNA) demonstrates how highlighting pedestrians’ transit access needs can serve as a catalyst for infrastructure improvements. Using data and analytical methods not available at the time of the PNA, the TriMet Pedestrian Plan will be developed through robust engagement with jurisdictions and the public. The final plan will yield an updated hierarchy of pedestrian investments developed with a consistent regional lens. 2. Adoption of Products to meet Project Objectives A proposed project must include preparation of an adoption-ready product or products that lead to a local policy decision and that directly address the project objectives, such as a transportation system plan, comprehensive plan amendment, land use plan, code amendment, implementation program, or intergovernmental agreement. Projects are expected to include adoption hearings or will be part of a larger project to be adopted. 800 character limit. The TriMet Pedestrian Plan will be adopted by the TriMet Board of Directors. The Plan will be developed in close coordination with regional partners to improve access to transit by walking and rolling. By providing jurisdictions with a prioritization framework for pedestrian infrastructure investments, the Pedestrian Plan will help jurisdictions comply with 3.08.120 and 3.08.130 of the Regional Transportation Functional Plan, which obligate them to include a transit plan and pedestrian plan in their Transportation System Plans. 3. Support of Local Officials A proposed project must clearly demonstrate that local officials, both the primary applicant and any co-applicants, understand the purpose of the grant application and support the project objectives. A letter or resolution of support from the governing body of the applying jurisdiction (e.g. City Council, Board of Commissioners, or Transit Board) must be submitted with the application to meet this requirement. 400 character limit. Attached is a letter of support from TriMet General Manager Doug Kelsey, who is authorized to execute agreements and can commit to meeting match obligations. This project is accompanied by letters of support demonstrating region-wide interest. The TriMet Board is prepared to adopt the Pedestrian Plan upon completion, similar to the Bike Plan adopted by the TriMet Board of Directors (2016). 2018 TGM Grant Application Jurisdiction: TriMet Project Title: TriMet Pedestrian Plan Award Criteria Applications are scored on a range of criteria and receive up to 100 points. Projects are selected primarily based on the points scored; also considered are the grant amounts requested, the estimated amounts TGM believes may be required to complete a project, the amount of grant dollars available for award within a geographic region, and the balance of grant dollars between Category 1 and Category 2 projects. A scoring consideration is ensuring a fair distribution of grant funds to smaller or economically distressed communities. 1. Proposed project addresses a need and supports TGM objectives (up to 40 points) The project clearly and effectively addresses a local or regional transportation or transportation-related land use issue, problem, need, or opportunity and will achieve one or more of the TGM objectives. Improving the infrastructure for walking and rolling to access transit stations and stops is key to sustainable and responsible regional growth and access. TriMet is working to reduce barriers to riding transit. Thanks to the passage of House Bill 2017, which has meant additional funding for transit statewide, TriMet has committed to introducing a low-income fare beginning this summer. Starting in Fall 2018, TriMet will also roll out the agency’s largest ever expansion of bus service as part of its Fiscal Year 2019 budget. All of these measures have meant that transit is becoming increasingly available and affordable. Despite these positive developments in reducing financial barriers to transit ridership, numerous physical barriers to transit access remain. Land use patterns, incomplete or deficient sidewalk networks, and dangerous crossings all prevent individuals who, based on distance alone, should be able to reach transit by walking or rolling from actually doing so. Displacement of lower-income residents from some of the region’s most walkable neighborhoods because of rising housing costs means that low-income riders may find themselves with less transit access and higher transportation costs. TriMet’s ability to address access deficiencies depends on close coordination with the state, regional and local jurisdictions that own and maintain the region’s roadways and walkways. The Pedestrian Plan will include metrics for identifying locations in the service district where pedestrian improvements would have the largest impact on access to transit. The plan will enable jurisdictions to develop comparisons of scenarios for investments. In assisting jurisdictions with prioritization of pedestrian investments, TriMet’s Pedestrian Plan
