MINUTES OF THE HOUSE PUBLIC UTILITIES & TECHNOLOGY STANDING COMMITTEE Room 20, House Building February 21, 2014 Members Present: Rep. Roger Barrus, Chair Rep. Steve Handy, Vice Chair Rep. Jerry Anderson Rep. Kay Christofferson Rep. Lynn Hemingway Rep. Angela Romero Rep. Robert Spendlove Rep. Curt Webb Rep. John Westwood Staff Present: Mr. Richard North, Policy Analyst Ms. Becky Paulson, Committee Secretary Note: A list of visitors is filed with the committee minutes. Chair Barrus called the meeting to order at 8:31 a.m. H.B. 128 Electronic Device Location Amendments (Rep. R. Wilcox) Rep. Wilcox explained the bill. MOTION: Rep. Handy moved to replace HB128 with 1st Substitute HB128. The motion passed unanimously with Rep. Romero absent for the vote. MOTION: Rep. Jerry Anderson moved to amend the bill as follows: 1) Page 3, Line 68: After the word, "entity " Delete " no later than 24 hours " and Insert " as soon as reasonably possible " The motion passed unanimously with Rep. Romero absent for the vote. Spoke for the bill: Marina Lowe, American Civil Liberties Union Connor Boyack, Libertas Institute Craig Born, Citizen Rick Schwermer, Utah State Courts Dan Deuel, Weber 9/12 Project Sean Hullinger, Utah Association of Criminal Defense Lawyers Spoke against the bill: Chad Platt, Statewide Association of Prosecutors House Public Utilities & Technology Standing Committee February 21, 2014 Page 2 MOTION: Rep. Webb moved to pass 1st Substitute HB128 out favorably as amended. The motion passed unanimously. MOTION: Rep. Handy moved to adjourn the meeting. Chair Barrus adjourned the meeting at 9:32 a.m. Rep.
