OTTAWA CITY COUNCIL 2 MINUTES 78 WEDNESDAY, 09 JULY 2014 ANNOUNCEMENTS/CEREMONIAL ACTIVITIES RECOGNITION - MAYOR'S CITY BUILDER AWARD The Mayor’s City Builder Award was presented at the Special Meeting of the Joint Finance and Economic Development Committee and the Audit Sub-Committee earlier in the day. Mayor Jim Watson and Councillor Katherine Hobbs presented the Mayor’s City Builder Award to Ms. Catherine Burns for her outstanding contribution to culture in Ottawa through her work as a founder and builder of the traditional-song and contra dance community over the past 25 years. RECOGNITION – SUSAN JONES Mayor Jim Watson recognized Susan Jones, General Manager, Emergency & Protective Services, the recipient of the 2014 AMCTO (The Association of Municipal Managers, Clerks and Treasurers of Ontario) Prestige Award. REGRETS No regrets were filed. OTTAWA CITY COUNCIL 4 MINUTES 78 WEDNESDAY, 09 JULY 2014 MOTION TO INTRODUCE REPORTS MOTION NO. 78/1 Moved by Councillor D. Thompson Moved by Councillor P. Hume That Agriculture and Rural Affairs Committee Report 43; Finance and Economic Development Committee Report 45; Planning Committee Report 73; and Transportation Committee Report 39 be received and considered; and That the Rules of Procedure be suspended to receive and consider Joint Finance and Economic Development Committee and Audit Sub-Committee Report 1 (Subsections 29.(3) and 29.(6) a.); and Planning Committee Report 74 (Subsection 29.(3)), because of the urgency of the items contained in the reports (specific reason set out below); (Waiver of the Rules is being requested for Joint Finance and Economic Development Committee and Audit Sub-Committee Report 1 (Item 5 of the Agenda); and Planning Committee Report 74 (Items 10, 11, 12, 13, 14, 15, 16, 17, 18, 19 and 20 of the Agenda), due to timelines, as the next regular Council meeting is not scheduled until August 27th). CARRIED OTTAWA CITY COUNCIL 5 MINUTES 78 WEDNESDAY, 09 JULY 2014 POSTPONEMENTS AND DEFERRALS CITY COUNCIL - JUNE 25, 2014 MEETING TO CONSIDER THE ENGINEER’S REPORT UNDER THE DRAINAGE ACT AGRICULTURE AND RURAL AFFAIRS COMMITTEE REPORT 42A 1. ARBUCKLE PETITION FOR DRAINAGE WORKS COMMITTEE RECOMMENDATION That Council adopt the Engineer's Report for the Arbuckle Municipal Drain dated February 2010, and give first and second reading to the By-law attached as Document 3 in accordance with Sections 42 and 45 of the Drainage Act of Ontario. MOTION NO. 77/3 Moved by Councillor D. Thompson Seconded by Councillor S. Blais That the item entitled “Arbuckle Petition for Drainage Works” be deferred to the Council meeting of July 9, 2014 to be placed on the agenda for consideration at a place the Mayor deems appropriate and that the first and second reading of the by-law be removed from today’s agenda. DEFERRAL CARRIED OTTAWA CITY COUNCIL 6 MINUTES 78 WEDNESDAY, 09 JULY 2014 CITY COUNCIL – JULY 9, 2014 COMMITTEE RECOMMENDATION That Council adopt the Engineer's Report for the Arbuckle Municipal Drain dated February 2010, and give first and second reading to the By-law attached as Document 3 in accordance with Sections 42 and 45 of the Drainage Act of Ontario. MOTION NO. 78/2 Moved by Councillor S. Moffatt Seconded by Councillor T. Tierney WHEREAS the proposed Arbuckle Drain is before Council for first and second reading; and WHEREAS the drainage works to be completed through the proposed Arbuckle Drain will address erosion concerns resulting from existing development as well as accommodating growth, subject to such growth controlling stormwater flows; and WHEREAS, the developers are prepared to share the costs of the proposed Arbuckle Drainage Works with the City, subject to such share being capped at approximately 50% ($240,000) of the estimated cost of the works ($481,714); and WHEREAS there is existing budgetary authority for the City to finance the balance of the works; THEREFORE BE IT RESOLVED that Council approve that, subject to Mattamy (Jock River) Limited, Richmond Village (North) Ltd and Richmond Village (South) Ltd agreeing to pay 50% of the cost of the Arbuckle Drainage Works, to a maximum of $240,000, the balance of the cost of the works shall be paid by the City. CARRIED OTTAWA CITY COUNCIL 7 MINUTES 78 WEDNESDAY, 09 JULY 2014 Item 1 of the City Council Agenda, as amended by Motion No. 78/2 and set out in full below, was then put to Council: 1. That Council adopt the Engineer's Report for the Arbuckle Municipal Drain dated February 2010, and give first and second reading to the By-law attached as Document 3 in accordance with Sections 42 and 45 of the Drainage Act of Ontario; and 2. That Council approve that, subject to Mattamy (Jock River) Limited, Richmond Village (North) Ltd and Richmond Village (South) Ltd agreeing to pay 50% of the cost of the Arbuckle Drainage Works, to a maximum of $240,000, the balance of the cost of the works shall be paid by the City. CARRIED COMMITTEE REPORTS AGRICULTURE AND RURAL AFFAIRS COMMITTEE REPORT 43 2. ZONING BY-LAW AMENDMENT – 2349-2437 CARP ROAD AND 512 WILLIAM MOONEY ROAD COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law 2008-250 for 2349 to 2437 Carp Road, and 512 William Mooney Road to permit the expansion of a solid waste disposal facility subject to a holding provision and increased setbacks, as shown in Document 1 and as detailed in Document 2. OTTAWA CITY COUNCIL 8 MINUTES 78 WEDNESDAY, 09 JULY 2014 MOTION No. 78/3 Moved by Councillor El-Chantiry Seconded by Councillor Qadri WHEREAS, at their meeting of July 3, 2014, the Agricultural and Rural Affairs Committee was advised by staff that the Lifting of a Holding Provision does not return to Committee but rises directly to Council once the conditions of the Holding Provision have been satisfied; and WHEREAS the Agricultural and Rural Affairs Committee wishes to be formally notified of the Lifting of the Holding Provision for the zoning of the West Carleton Environmental Centre prior to the matter rising to City Council; THEREFORE BE IT RESOLVED that City Council direct that staff provide an information report to the Agricultural and Rural Affairs Committee and the affected west-end Councillors, Councillors Wilkinson and Hubley, with respect to the final resolution of the Holding Provision in respect of the West Carleton Environmental Centre prior to a by-law being submitted to Council. CARRIED FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE REPORT 45 4. ORLÉANS TOWN CENTRE LAND EXCHANGE TO PRESERVE VINETTE SILO REPORT RECOMMENDATIONS AS AMENDED That Council: OTTAWA CITY COUNCIL 10 MINUTES 78 WEDNESDAY, 09 JULY 2014 1. Waive the former owner’s right to purchase the portion of 3343 St. Joseph Boulevard shown as Parcel 1 on Document “1” attached, as provided for under Section 42 of the Expropriations Act; 2. Declare the properties municipally known as 3301 and part of 3343 St. Joseph Boulevard, described as being part of Lot 35, Concession 1, OS, geographic Township of Cumberland, being Parts 8, 9, 10, 11, 12, 13, 14 and 15, Plan 4R-21940, now in the City of Ottawa, containing an area of approximately 3,860 m2 (0.9637 acres) and identified as Parcels 1, 2, 3 and 4 on Document “1” attached, surplus to the City’s needs; and 3. Approve the sale of the land referred to in Recommendation 2, having a value of $540,000 to Hillside Vista Inc., subject to an easement in favour of the City of Ottawa for a 1200 mm sanitary trunk sewer described as Parts 9 and 14, Plan 4R- 21940 delineated on by a dashed line and an easement in favour of Hydro One Networks Inc.
