Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 10 February 2016 beginning at 10:00 a.m. The Mayor, Jim Watson, presided and led Council in a moment of reflection. NATIONAL ANTHEM The national anthem was performed by the Nepean High School Choir. OTTAWA CITY COUNCIL 2 MINUTES 25 WEDNESDAY, 10 FEBRUARY 2016 ANNOUNCEMENTS/CEREMONIAL ACTIVITIES RECOGNITION - MAYOR'S CITY BUILDER AWARD Mayor Jim Watson and Councillor George Darouze presented the Mayor’s City Builder Award to Bruce Brayman in recognition of his contributions, through generous ongoing volunteering and inspiring leadership, to the quality of life of Greely residents. PRESENTATION OF 10TH ANNIVERSARY ACCESSIBILITY FOR ONTARIANS WITH DISABILITIES ACT (AODA) CHAMPION AWARDS Mayor Jim Watson and Mr. Cahl Pominville, Past President, Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO), presented the AODA 10th Anniversary Champion Awards to Ms. Danielle Gravel, Ms. Christine Malone, and Ms. Karen Coffey in recognition of their passion and commitment in the promotion of awareness of accessibility and inclusiveness in their community. PRESENTATION OF GOVERNOR GENERAL’S CERTIFICATE OF COMMENDATION Mayor Jim Watson, on behalf of the Governor General of Canada, His Excellency the Right Honourable David Johnston, presented the Governor General’s Certificate of Commendation to four of six recipients, Mr. Anthony Di Monte, Mr. Rodney Hamberger, Mr. Adam Whiteford, and Mr. Martin Magnan. The two other recipients, Ms. Margaret Lerhe and Ms. Barbara Winters, were unavailable to attend. The certificate is presented to these individuals for their outstanding assistance provided to Corporal Nathan Cirillo after he was shot at the National War Memorial on October 22, 2014. CONFIRMATION OF MINUTES The Minutes of the regular meeting of 27 January 2016 were confirmed. Brockington That Election Compliance Audit Committee Report 1; the report from the Ottawa Police Services Board, entitled “Board Activity, Training & Performance: 2015 Annual Report”; Agriculture and Rural Affairs Committee Report 12; Finance and Economic Development Committee Report 11; Planning Committee Report 20A; and Transportation Committee Report 11 be received and considered. CARRIED POSTPONEMENTS AND DEFERRALS CITY COUNCIL – 27 JANUARY 2016 PLANNING COMMITTEE REPORT 19A ZONING BY-LAW AMENDMENT – 4495, 4499, 4509 AND 4515 INNES ROAD COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law 2008-250 for 4495, 4499, 4509 and 4515 Innes Road, shown in Document 1, to permit a mix of non-residential uses, including a community centre, place of assembly, place of worship, and medical facility, as detailed in Document 2. OTTAWA CITY COUNCIL 5 MINUTES 25 WEDNESDAY, 10 FEBRUARY 2016 MOTION NO. 24/3 Moved by Councillor S. Blais Seconded by Councillor J. Harder WHEREAS Zoning By-Law Amendment – 4495, 4499, 4509 and 4515 Innes Road, was approved at the Planning Committee meeting of December 8, 2015, and is listed as Item 4 on the Ottawa City Council Agenda of January 27, 2016; and WHEREAS, on January 26, 2016, the applicant expressed interest in deferring this item to allow time to confirm that the zoning details will fully accommodate the proposal; and WHEREAS staff has no objections to the request for deferral; THEREFORE BE IT RESOLVED that Council defer the item titled “Zoning By-Law Amendment – 4495, 4499, 4509 and 4515 Innes Road” (Item 4 of the agenda) to the Council meeting of February 10, 2016; and That the associated By-law noted on the agenda at (ll) also be deferred to the Council meeting of February 10, 2016. DEFERRAL CARRIED OTTAWA CITY COUNCIL 6 MINUTES 25 WEDNESDAY, 10 FEBRUARY 2016 CITY COUNCIL – 10 FEBRUARY 2016 1. ZONING BY-LAW AMENDMENT – 4495, 4499, 4509 AND 4515 INNES ROAD COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law 2008-250 for 4495, 4499, 4509 and 4515 Innes Road, shown in Document 1, to permit a mix of non-residential uses, including a community centre, place of assembly, place of worship, and medical facility, as detailed in Document 2. MOTION NO. 25/2 Moved by Councillor S. Blais Seconded by Councillor J. Harder WHEREAS the report recommends zoning provisions for the proposed development including the location of parking on the lot; and WHEREAS the owner has requested the ability to undertake the proposed development in phases; and WHEREAS the first phase consists of the upgrade and expansion of the existing parking lot prior to the construction of the proposed building; and WHEREAS the proposed zoning provisions are premised on all parking being located behind the proposed building and not within the front yard; and WHEREAS without the existence of the proposed building, which establishes a front yard beyond the parking lot, the parking lot would be in non-conformity with the proposed zoning provisions; OTTAWA CITY COUNCIL 7 MINUTES 25 WEDNESDAY, 10 FEBRUARY 2016 THEREFORE BE IT RESOLVED that Document 2 – Details of Recommended Zoning of the report be amended to delete items (f) and (g)(i), the result being that the enlargement of the parking lot may occur prior to the construction of the proposed building; and BE IT FURTHER RESOLVED that there be no further notice pursuant to Section 34(17) of the Planning Act. CARRIED Item 1, as amended by Motion No. 25/2, and set out in full below for ease of reference, was then put to Council: That Council approve: 1. RECEIVED OTTAWA CITY COUNCIL 10 MINUTES 25 WEDNESDAY, 10 FEBRUARY 2016 5. ZONING BY-LAW AMENDMENT – 5511, 5537 MCCORDICK AND 5510 FOURTH LINE ROAD COMMITTEE RECOMMENDATIONS AS AMENDED That Council approve an amendment to Zoning By-law 2008-250 for part of 5511, 5537 McCordick Road, and 5510 Fourth Line Road, to prohibit residential uses on the retained farmland, as detailed in Document 2, as amended by the following: 1. That the following text, under the heading Summary of requested Zoning By-law amendment proposal, “The intent is to prohibit residential uses on the retained lands”, be replaced with, “The intent is to prohibit residential uses on the retained lands and to recognize a reduced lot width of 20 metres”; and 2. That Document 2 – Details of Recommended Zoning be replaced with the following: “The proposed changes to the Comprehensive Zoning By- law for part of 5511, 5537 McCordick Road, and 5510 Fourth Line Road are as follows: a) Rezone the lands shown as Area A on Document 1 from AG to AG4[xxxr]. b) Add a new exception, AG4[xxxr], with a provision similar in effect to the following, “Minimum lot width is 20 metres”; and 3. That no further notice be provided pursuant to Section 34(17) of the Planning Act. GLEBE BUSINESS IMPROVEMENT AREA APPLICATION FOR AN EXEMPTION BY-LAW TO THE RETAIL BUSINESS HOLIDAYS ACT COMMITTEE RECOMMENDATION That Council enact a by-law in the form of Document 3 to exempt the Glebe Business Improvement Area from the store closing requirements of the Retail Business Holidays Act, as described in the Report.
