PAGE 4 RADIO & RECORDS FRIDAY, JULY 4, 1975 RADIO THE FCC [So You Can Understand It] The Commission has proposed amendingitsrulesprohibiting fraudulent (double) billing, and has proposed new rules pertaining to distortionof audience ratings ("hypoing") and licensee -conducted contests. It said it was acting because though it had cautioned licensees for years against these practices, the activities have continued, and complaints have indicated, may be increasing. Fraudulent Billing In 1966, the Commission adopted rules prohibiting fraudulent billing practices by broadcast licensees. Such rules were amended by the FCC in 1970. The Commission stated that in recent years, however, a number of instances had come to its attention in which licensees had engaged in "net -work clipping" -- falsely certifying to networks with which they were affiliated that they had broadcast certain network programs in WHBQ-Memphis decided to see if they could beat 13Q's "Biggest Sign" promotion, asking their entirety where in fact stations had deleted portions of the network listeners to make the biggest sign "WHBQ is Number 1." The promotion created a traffic programs or had not carried the programs at all.
