REUTERS/NOOR KHAMIS Addis Ababa, 16 December 2013: The Chairperson of the Commission of the Afri- can Union (AU), Dr Nkosazana Dlamini-Zuma, has learnt with shock and grief about the attack on a mini-bus in Nairobi’s Eastleigh suburb, which took place on Satur- day, 14 December 2013, and claimed the lives of a number of innocent civilians while many other people sustained injuries. The Chairperson of the Commission strongly condemns this cowardly attack and expresses AU’s most sincere condolences to the bereaved families, and wishes strength and a speedy recovery to the wounded. The Chairperson of the Commission reiterates the AU’s unwavering support to the Government of Kenya in its efforts to combat terrorism. REUTERS/NOOR KHAMIS Addis Abéba, le 16 décembre 2013: La Présidente de la Commission de l'Union afri- caine (UA), Dr Nkosazana Dlamini-Zuma, a appris, avec choc et tristesse, l'attaque perpétrée contre un mini-bus à Eastleigh, dans la banlieue de Nairobi, le samedi 14 décembre 2013, et qui a coûté la vie à un certain nombre de civils innocents et a causé des blessures à plusieurs autres. La Présidente de la Commission condamne fermement cette attaque lâche, et pré- sente, au nom de l’UA, ses sincères condoléances aux familles endeuillées tout en souhaitant prompt rétablissement aux blessés. Elle souligne égale- ment l'engagement de l'UA à continuer à travailler avec les États membres pour prévenir et combattre le terrorisme dans le cadre des instruments pertinents de l'UA et d'autres textes internationaux. 5 The African Union deeply concerned about the ongoing developments in South Sudan Addis Ababa, 17 December 2013: The Chairperson of the Commission of the Afri- can Union (AU), Dr. Nkosazana Dlamini-Zuma, is following, with deep concern, the situation in South Sudan, marked by an outbreak of fighting in parts of Ju- ba, since the evening of Sunday 15 December 2013. The Chairperson of the Com- mission is particularly concerned about the safety and security of the civilian popu- lation. The Chairperson of the Commission urges the Government and leadership of South Sudan and all other stakeholders to exercise maximum restraint and avert any fur- ther escalation. She urges them to seek the resolution of their differences through peaceful means, with due respect for the rule of law, hu- man rights and constitutional legality. The Chairperson of the Commis- sion expresses AU's readiness to assist in finding a solution to the current situation within the context of relevant AU's instruments. 6 L'Union africaine profondement préoccupée par les développements en cours au Soudan du Sud Addis Abéba, le 17 décembre 2013: La Présidente de la Commission de l'Union afri- caine (UA), Dr Nkosazana Dlamini-Zuma, suit, avec une profonde préoccupation, la situation au Soudan du Sud, marquée, depuis le soir du dimanche 15 décembre 2013, par des affrontements dans certaines parties de la ville de Juba. La Prési- dente de la Commission est particulièrement préoccupée par la sécurité de la pop- ulation civile. La Présidente de la Commission appelle le Gouvernement, les dirigeants du Soudan du Sud et toutes les autres parties prenantes à faire preuve d’un maximum de re- tenue et à éviter toute nouvelle escalade. Elle les exhorte à résoudre leurs diffé- rends par des moyens pacifiques, dans le respect de l’État de droit, des droits de l'homme et de la légalité constitutionnelle. La Présidente de la Commission ex- prime la disponibilité de l'UA à aider à trouver une solution à la présente situation dans le cadre des instruments pertinents de l'UA. 7 Communiqué of the 408th meeting of the PSC on the situation in the Central African Republic (CAR) The Peace and Security Council of the African Union (AU), at its 408th meeting held on 13 December 2013, adopted the following decision on the situation in the Cen- tral African Republic (CAR): Council, 1. Takes note of the update provided by the Commission on the latest develop- ments in the situation in the CAR and the efforts to fully operationalize the African- led International Support Mission in the CAR (MISCA); 2. Recalls communiqué PSC/PR/COMM.2(CCCLXXXV) authorizing the deployment of MISCA, adopted at its 385th meeting, held on 19 July 2013, as well as its commu- niqué PSC/PR/COMM.1(CDVI) adopted at its 406th meeting, held on 13 November 2013; 3. Expresses deep concern at the continued deterioration of the situation on the ground, particularly the recent incidents that took place in Bangui and the height- ened communal and inter-religious tensions and clashes. Council reiterates its strong condemnation of the continued abuses and other serious violations of hu- man rights committed against the civilian population, including killings, disappear- ance, arbitrary arrest and detention, torture, sexual violence and rape and use of children as child soldiers. Council stresses, once again, that those responsible for these acts shall be held accountable and demands that the transitional authorities assume their responsibilities regarding the protection of the civilian population. Council appeals to the people of CAR and other stakeholders to refrain from acts of violence and retribution; 4.
