RFP NOTICE EngenderHealth envisions a gender equal world where all people achieve their sexual and reproductive health and rights. EngenderHealth has worked in more than 100 countries over the past 75 years, and has programs in more than a dozen countries today. EngenderHealth invites proposals from competent civil society organizations (CSOs)/ non- government organisations (NGOs) as implementing partners for its project titled “Adolescents Health and Development Program in Bihar”. The project goal is to ensure that state and non- governmental actors have the capacity and commitment to support the healthy growth and development of adolescents in Bihar by facilitating access to the information, services, and enabling environment they need. CSOs/NGOs working in Bihar and are active at community level as well as experience to showcase innovations on the issue of adolescent health are eligible to apply. Deadline for sending queries – 2nd September 2020 Deadline for submission of proposals: 10th September 2020 Duration of the contract: 20st September, 2020 to January 31st, 2022 (13 months, approx.) OBJECTIVE OF RFP: To support EngenderHealth in the operationalization as well as showcasing innovative ways to address adolescent health issues under the project titled “Adolescent Health and Development Program”. The project will support the Government of Bihar to operationalize the conceptual framework of Rashtriya Kishor Swasthya Karyakram (RKSK) focusing on sexual and reproductive health (SRH) as well as innovative ways to reach out adolescents for sustained results in Gaya and Jamui Districts of Bihar. The agency will be required to provide direct intervention in the 12 Peer Educator Blocks of Gaya i.e. Atri, Belaganj, Bodhgaya, Dobhi, Fatepur, Guraru, Imamganj, Khijarsari, Koch, Mohra, Tikari and Wazirganj and 5 Peer Educator Blocks of Jamui District i.e Barhat, Gidhaur, Khaira, Laxmipur and Sono. GEOGRAPHIC FOCUS: - The project will be implemented in Gaya and Jamui Districts. CSO/NGO will be responsible for direct implementation in 12 peer educator blocks of Gaya District i.e Atri, Belaganj, Bodhgaya, Dobhi, Fatepur, Guraru, Imamganj, Khijarsari, Koch, Mohra, Tikari and Wazirganj and 5 Peer Educator Blocks of Jamui District i.e. Barhat, Gidhaur, Khaira, Laxmipur and Sono. REPORTING: - The focal point for the project would be Team Lead, Adolescent Health and Development Program, EngenderHealth, Patna, Bihar. For day to day activities the point person would be District Coordinator, EngenderHealth, Gaya and Jamui District, Bihar. 2. OUR MISSION EngenderHealth envisions a gender-equal world where all people achieve their sexual and reproductive health and rights. To achieve this vision, EngenderHealth implements high- quality, gender-equitable programs that advance sexual and reproductive health and rights. Working in partnership with local organizations, we adapt our work in response to local needs. 3. ORGANIZATIONAL BACKGROUND EngenderHealth has worked in more than 100 countries over the past 75 years, and has programs in more than a dozen countries today. In 17 countries around the world, EngenderHealth strives to improve the quality of reproductive health services, empower communities to seek health care, and advocate for positive health policies. Through the SEED (supply-enabling environment-demand) programming model, EngenderHealth takes a 360- degree comprehensive approach to ensure that all levels of the health system—including facilities, communities, and policies—are addressed. Specifically, for adolescent health, EngenderHealth takes a holistic approach that places adolescents at the centre and recognizes the diversity of the adolescent population and the health and rights of young people. EngenderHealth’s work in adolescent and youth programming dates back many decades. Through our Men as Partners program, we have worked with young men in 25 countries to address harmful gender norms and promote gender equality. In Ethiopia, we introduced youth-friendly contraceptive and comprehensive abortion counselling and services at health centres, university clinics, and youth centres, and trained hundreds of peer educators to work with youth. Currently, we have adolescent programming in numerous countries, including Tanzania, The Philippines, and Uganda. 4. PROJECT GOALS AND OBJECTIVES The long-term goal of this project is to empower adolescents in Bihar with information, services, and the enabling environment that they need for healthy growth and development. To accomplish this goal, EngenderHealth will support in operationalization of the SRH component within the RKSK framework in 12 Peer Educator Blocks of Gaya District and 5 Peer Educator blocks of Jamui District during the 18-month period with support from local NGOs as essential stakeholders. We aim to increase the uptake of health services at intervention AFHCs through strengthening of community engagement and identifying innovative ways to reach adolescents in places where they congregate as well as to showcase innovative ways to engage adolescent for long term sustainability of the program. 5. SCOPE OF WORK The project proposes to engage local CSO/NGOs to catalyze the last mile delivery of adolescent health services envisioned in RKSK by building the capacity of government to engage adolescents and community gatekeepers and by facilitating frontline health workers (ASHAs and ANMs) to deliver services to adolescents. This CSO/NGO with its presence in the project intervention geographies will have demonstrated experience of working on adolescent health issues. The following specific activities and outputs are proposed for the partner agency: a) Strengthening of counselling and outreach services at the Adolescent Friendly Health Clinics (AFHCs) One of the component of RKSK is strengthening facility level services so that adolescent can avail clinical and counselling services. To achieve the objective few activities could be: - 4 Capacity building of CHC/PHC to make the Adolescent Friendly Health Clinics functional to provide adolescent friendly services to its clients as per GOI norms. The CSO/NGO will be required to recruit and hire mentors with counselling experience at intervention AFHCs for providing counselling services. Close coordination with government counterparts to increase fund utilization allotted under ROP. The expected output would be fully functional AFHCs as per norms with increased number of adolescents seeking services. b) To make information, services and referrals available at the community level through an effective cadre of PEs A key component of RKSK strategy is to strengthen community level activities i.e. peer education model as well as awareness creation among various stakeholders and gatekeepers to create a favorable environment towards adolescent issues. The CSO/NGO is expected to carry out following activities to create an enabling environment. Few proposed activities could be: - Strengthen and updated data base of selected Peer Educators with CHC/PHC and District Level. Strategies to ensure quality training of Peer Educators as per PE module. Conduct timely community activities such as Adolescent Health Days, Adolescent Friendly Club Meetings. Handholding support to ASHA/PE/ANM for proper record keeping of community activities. The expected output would be an enabling environment towards adolescent issues in the implementing villages and trained Peer Educators disseminating correct information / knowledge on adolescent health issues among their peer. c) Innovative Mechanism for Sustainability of the Implementation Mechanisms One of the important component to sustain any program is to develop innovative ways to reach out the target population as well as the enabling
