The Criminal Justice System is a necessary and vital part of a just society, so it is essential • Limited capacity for innovation:.achieving.the.right.balance.between.ensuring.safety.and.security. that it is not only cost effective but also ensures that the desired impact for public for.the.public,.staff.working.in.the.system.and.offenders,.and.the.need.to.innovate.and.provide. safety and the successful rehabilitation of offenders are achieved. However, despite appropriate.and.proportionate.responses.that.will.reduce.offending.and.prevent.reoffending.
