Confirmation of Minutes – 21 July 2015 Resolved THAT the Consents and Regulatory Committee of the Taranaki Regional Council 1. takes as read and confirms the minutes and confidential minutes of the Consents and Regulatory Committee meeting of the Taranaki Regional Council held in the Taranaki Regional Council chambers, 47 Cloten Road, Stratford, on Tuesday 21 July 2015 at 10.30 am Doc# 1563587 v1 3 2. notes that the recommendations therein were adopted by the Taranaki Regional Council 11 August 2015. Horton/MacLeod Matters Arising There were no matters arising. 2. Resource consents issued under delegated authority and applications in progress 2.1 The Committee considered and discussed the memorandum advising of consents granted, consents under application and of consent processing actions since the last meeting of the Committee. Recommended THAT the Taranaki Regional Council 1. receives the schedule of resource consents granted under delegated authority Lean/Joyce 3. Consent monitoring annual reports 3.1 Mrs H Meintjes, Science Manager, spoke to the memorandum outlining sixteen tailored compliance monitoring reports covering (variously) the monitoring periods 2012-2015, and provided an overview on environmental performance and consent compliance from each report. Incident Register – 1 July 2015 to 14 August 2015 Councillor D N MacLeod declared an interest in particular matters pertaining to Fonterra Cooperative Group Limited and took no part in the discussion or recommendations. Councillor M G Davey declared an interest in particular matters pertaining to Ravensdown Fertiliser Co-operative Limited, and took no part in the discussion or recommendations. 4.1 The Committee received and noted the summary of the Council’s Incident Register for the period 1 July 2015 to 14 August 2015. 4.2 Mr B E Pope, Compliance Manager, provided an overview to the Committee on the reported incidents and answered questions. Consents and Regulatory Committee Meeting Tuesday 1 September 2015 5 Recommended THAT the Taranaki Regional Council 1. receives the memorandum 2. receives the summary of the Incident Register for the period from 1 July 2015 to 14 August 2015 and adopts the recommendations therein Cloke/MacLeod 5. Prosecution update – Fonterra Sentencing decision 5.1 Mr A D McLay, Director-Resource Management, spoke to the memorandum updating the Committee on the prosecution of Fonterra for its part in a breach of section 15(1)(c) of the Resource Management Act 1991 whereby odorous compounds were intermittently discharged into the atmosphere from the Eltham Wastewater Treatment Plan between 6 March 2014 and 16 May 2014. The Notes of Judge B P Dwyer on sentencing relating to Decision (CRI-2014-043-001198) were received. 5.2 Mr B E Pope, Compliance Manager noted that the EADER is now covered. Recommended THAT the Taranaki Regional Council 1. receives the report on sentencing Fonterra under section 15(1)(c) of the Resource Management Act 1991. Cloke/Joyce 6. General Business There was no general business.
