',"-UK'" HlAO~- • • • • • • • • • • • • • • • • OBJECTIVE:- • The main objective of the preparation of District Survey Report (as per the • 'Sustainable Sand Mining Guideline) is to ensure the following: • Identification of the areas of aggradations or deposition where mining can be • allowed and identification of areas of erosion and proximity to infrastructural structures and installation where mining should be prohibited and calculation of annual rate of replenishment • and allowing time for replenishment after mining in the area. • • 1.0 Introduction: • Whereas by notification of the Government of India in erstwhile Ministry of Environment, • Forest issued vide number S.O. 1533 (E),dated the 14 th September,2006 published in the • Gazette of India, Extraordinary, Part II ,Section 3, Subsection (ii)(hereafter referred to as the • said notification) directions have been given regarding the prior environment clearance; and whereas, the Ministry of Environment, Forest and Climate Change has amended the said • notification vide S.O. 141 (E)dated 15 th January,2016 wherein the procedure for preparation • of District Survey Report for minor mineral has been prescribed; in above said notification • for Appendix -X, appendix X(See paragraph 7 (iii) (a) is substituted; wherein procedure for • preparation of District Survey Report for Sand mining or riverbed mining is prescribed vide • the Ministry of Environment, Forest and Climate Change notification No. S. o. 3611 (E), dated zs"July, 2018.This District Survey Report is prepared as per procedure given in above • notificationGovernment of India, Ministry of Mines, New Delhi Vide notification dated io" • February, 2015, has declared Silica Sand as minor mineral in addition to the minerals already • declared minor minerals. Accordingly this District Survey Report is prepared only for Sand • Mining or Riverbed Mining. • Ratnagiri district is located in South-Western part of Maharashtra State on the Arabian Sea • Coast. The surrounding area is bordered by the Sahyadry hill ranges on the East and Arabian • Sea on the West. More or less plain to undulating terrain towards North it is bordered by • Raigad district and to south by Sindhudurg district. Total area of the district is 82,498 • Sq.Kilometers. • • • • • • • • • • • It is located and lies between latitude- 16° 30' North to 18° 4' North and • longitude 73° 52' East to 73° 53' East. As per 2001 Census Survey total Population is • 16,96,777, out of which 7,94,498 male & 9,02,279 females. It has North-South length of about • 225 Kilometers and average East West extension of about 64 Kilometers. Kolhapur, Sangali • and Satara are lies along the eastern border of the District, Raigad district in the North, the • Arabian Sea in the West and Sindhudurg district in the South. Over 85 % of • the land Surface in Ratnagiri is hilly. All rivers in the district originate in Sahyadri hill ranges • and flow from East to West and merge in Arabian Sea.In Ratnagiri district the main rivers are • Savitri, Vashishthi, Shastri,Jagbudi, Kajali, Bav, Muchkundi and Jaitappur. • On the basis of topography of the area ; it can be divided in three major zones namely ( 1) • the hilly zone( Sahyadri)-It includes hill range towards east along hill top/surrounding 15 Kilometer area, ( 2) middle zone(Valati) - It includes area after 15 kilometer from hills and • 15 kilometer area fromArabian Coast and ( 3 ) Coastal zone ( Khalati)- it includes area • between coast& middle part. • Geologically river Sand , Silt and beach sand deposits cover of about 165 Sq. • Kilometers area, Laterite rocks are exposed over an area of 3,299 Sq. Kilometers area, • Basalt ( Deccan Trap rocks) are covering over an area of about 4,536 Sq. Kilometers area • • • • 3 • • • • • • • 2.0.0verview of Mining Activity in the District: • In Ratnagiri District Silica Sand, Laterite, Ilmenite Sand, Bauxite, Quartzite, Sand/River • Bed Sand, Sand Stone and Basalt Stones are mined from various places in the District. • Stone aggregates are prepared from Quartzite and Basalt aroused for concrete mixture. • Laterite is also mined for industrial purposes then it is termed as "Specified minor mineral" and when it is mined for laterite chiras used as building stone it is termed as minor mineral. • Also basalt and laterite chiras are also used as building stones. These all minerals are termed • as minor minerals. Airpctt • SHPo,r1 • • • • • • • KOLHAPUR • • 3.2 Brief History of the District • Ratnagiri district forms a part of the greater tract known as the 'Konkan'. This • tract is historically famous for its long coast line and convenient harbors', together with • its comparative nearness to the Arabian Coast. For the administrative convenience • and industrial and agricultural development Ratnagiri district was divided into Ratnagiri • and Sindhudurg with effect from 1st May 1981. The word 'Konkan' is of Indian origin • • • 5 • • • • • • and Sand Stones, Shales ( Kaladagis) and river beds covers over an area of about 248 Sq. • Kilometers. • Hydro geologically, the district is hilly, 85 % area of the district comes under hilly zone. There • is very less potential for ground water development. Most of the wells in the district are domestic wells. Eastern portion of the district covered by Basalt and heavily eroded due to • highly undulating topography and high rain fall. • Weathered mantle is very thin, hence most of the wells in this area are seasonal. • Average depth is about 8 to 10 meters, Western portion of the district is mostly covered by • Lateritic plateau. Laterite rock thickness ranges between6 meters to 60 meters. Laterite is • highly porous and permeable ,hence watertable fluctuation is more. Wells in this zone are deep. Lithomergic clay located below Laterite acts as an aquiclude. Existing Bore hole data • indicates that deeper aquifer is also not promising. Average depth of boreholes is about 50 to • 60 meters. Bore well success ratio is also poor and percentage of high yielding bores is very • less. • Hot water springs are found in various parts of the district. Temperature of these • springs ranges from 33.5 degree (C) to 61.0 degree (C) Important springs in the district are • a) Unhavare, b) Aravalli, • c) Unhale, • d) Rajawadi & • e) Sangameshawar. • • • • • • • • • • • • • 6 • • .,.. • • • and of considerable antiquity, though the origin of the name has never been sufficiently • explained. The seven kingdoms of the Konkan of Hindu mythology are mentioned in • the 'Hindu History of Kashmir' and are said to have included nearly the whole west • coast of India. The Pandavas, are said to have passed through this region in the 13the • year of their exile and had settled in this area for some time. The Raja of this region Veerat Ray had accompanied them in the famous war at Kurukshetra with the • Kauravas. In Ratnagiri district there are caves at Chiplun, Khed, Dabhol, • Sangameshwar, Gavhani-Velgaum and Vade padel. In the 2nd Century A.D. the great • empire of Mauryas take possession of the entire Konkan coast. In the middle of the • Sixth Century, Kings of the Maurya and Nala dynasties appear to have been ruling in • the Konkan. The district of Ratnagiri was under the Silaharas and the capital of their • kingdom was probably Goa and later it may have been transferred to a more central place in the vicinity of Ratnagiri or Kharepatan. Chandrapur was one of the most • ancient towns in Konkan, probably founded by Chandraditya , a son of the Chalukya • King Pulakeshin II. The Portuguese power slowly declined and with the rise of Shivaji, • the hold of Sultans on the district was lost by 1675 and the district passed finally into • the hands of Marathas. Marathas continued to rule the district till 1817 i.e., when the • struggle between the British ad the Peshvas come to an end and the whole of Konkan • was transferred to the British. In 1819 South Konkan was formed as a separate district. Its headquarters was first at Bankot and later at Ratnagiri. Three northern sub-divisions • were transferred to Thane district in 1830 and the district was reduced to a sub• • collectorate level under Thane district.
