I hope that you will find it a useful way of receiving service updates and news from the team. There have been many changes within SEND over the last year including a complete restructure to the team. The team is now coming together with new starters and current staff changing their roles. We will also be actively recruiting for new roles within the team over the coming months. I am confident the changes will allow us to continue to support our schools, improve communication, and allow us to better meet our responsibilities in light of the recent SEN reforms. Adam Yarnold SEND Head of Service SEND Newsletter Spring Term 2017 Page 1 of 10 Special Educational Needs and Disability Termly Newsletter 27 June 2012 SEND Team Following the recent restructure there have been some changes within the setup of the SEND team which we are confident will support us to continue to meet our statutory duties. The key changes to the team include; Karen Nugent who many of you will know through the SEN Early Years’ service is now the Interim SEND Operations Manager. Maureen Etienne-Joseph will be moving into the Principal Management Officer for 0- 14 and managing that team as we move forward. Ioanna Menegatou has now moved permanently to her role as Education Health Care Plan Coordinator. We still have some key positions that need to be filled and these will be recruited to early in the New Year. We appreciate your patience with us while we go through these changes. Specialist Booklet SEND have produced a “Specialist Education Provision in Lambeth 2016-2017” which lists all of the all of the maintained Specialist provision within Lambeth. Copies were sent around to all schools, please ring the SEND team if you would like more copies. Copies can also be found on the Local Offer: http://www.younglambeth.org.uk/local-offer/landing-pages/schools-and-education-5-16.html EHCP The EHCP team continues to work incredibly hard undertaking requests for new assessments in Lambeth. Since September 2014 we have processed over 600 Education Health Care Plans, this works out at approximately 272 per year. SEND Newsletter Spring Term 2017 Page 2 of 10 Special Educational Needs and Disability Termly Newsletter 27 June 2012 Monitoring Team The team continues to work with schools and is split into 2 areas 0-14 and 14-25. We will be recruiting to vacant positions within this team over the next months to ensure we can meet the demand that is ever growing in Lambeth. Local Area Review OFSTED / CQC INSPECTION OF IMPLEMENTATION OF THE CHILDREN AND FAMILIES ACT. Many thanks to all the schools that have returned their completed SEND SEF checklists. These have been collated and written up into a School SEF which is part of the Local area SEF for Lambeth. We have a program board which meets quarterly and has representatives from Education, Health and Children and Adults Social care, from Jan 2017 we will have parents also as part of the board. To provide additional capacity and ensure that Lambeth Local Area is SEND inspection ready Virginia Roberts, who has a background in quality assurance and inspection across children’s social care and education has joined the SEND team. Virginia will be working with schools and other partners to ensure everyone is aware of the contribution they will need to make to the inspection. Area of greatest improvement in 2016 SEN Appeals During the period 2011/12 to 2014/15 the number of SEN appeals (per 10,000 of school population) in Lambeth almost doubled, from 7.7 to 14.1. Conversely, in the same period, the statistical neighbor average fell from 9.0 to 5.2, meaning that the gap between Lambeth and its SNs in 2014/15 was 8.9. The reasons for this were explored by the incoming SEN Lead and improvement actions identified and implemented, including a fortnightly meeting held with key staff to consider appeals, and wherever possible try to resolve these locally without the need for Tribunal. This action has resulted in significant improvement. SEND Newsletter Spring Term 2017 Page 3 of 10 Special Educational Needs and Disability Termly Newsletter 27 June 2012 The recently published DfE data shows that in 2015/16 Lambeth’s SEN appeals reduced to 8.59, whereas the SN average has risen slightly to 5.6, so the gap is now only 2.99. Lambeth is still in Band D nationally, but the -5.9 improvement means that the council has made the most progress by far nationally, whereas many LAs have experienced an increase. (The all England average has seen a 0.61% increase in the level of appeals). Lambeth sets out in its Local Offer the support available for children and young people with SEND. This is published online on the Young Lambeth website at http://www.younglambeth.org/local-offer. We ask that all schools include this link on their websites and within their SEND information reports. We are currently holding focus groups with parents and carers, to make changes to the Local Offer to make it easier to navigate and ensure that it contains the information they are looking for in an easy to find and read format.
