INTRODUCTION I.1. The Project/Sub-Project Background This Project is named “Distribution Efficiency Project”, (hereinafter called the Project) and funded by the WB. The Project development objective of the Distribution Efficiency Project is to improve the efficiency of Vietnam’s Power Corporations in delivering power distribution and retail supply services, through supply and demand side interventions. As part of this efficiency objective, the project will support enhancements in the regulatory framework. The Project objective would be achieved through: (i) the reinforcement and expansion of the distribution networks of the 5 PC’s from 100 kV voltage down to 0.4 kV system; (ii) the introduction of smart grid technologies focusing on advanced metering systems and automation to improve the efficiency of distribution services, integrate renewable generation, and implement load response programs; and (iii) provision of technical assistance and capacity building to PCs, as well as technical assistance to MOIT to enhance the tariffs and efficiency regulatory framework and the monitoring systems. The Sub-project is named “110-kV Cam Khe Overhead Line and Substation”, (hereinafter called the Sub-Project), is one of Sub-Projects that belong to the First Component whose name is “System Expansion and Reinforcement” of the DEP. The Sub-project shall be constructed in Thanh Ba and Cam Khe district of Phu Tho province in order to supply for consumption of the Cam Khe and Yen Lap district, including industrial demand of the Cam Khe town’s Industrial Zones, as well as economic demand of the Phu Tho province. During implementation of the Sub-project, to ensure potential negative impacts shall be uncovered and minimized according to the WB policies of environment impact assessment (O/BP 4.01), an EMP of the Sub-project has been prepared suitable for the Environmental Management Framework’s instruction of the DEP. The EMP includes Sub-project description’ applied environmental legal/policy framework, regulations and standards, negative potential impacts, proposed minimize measures which shall be carried out in the pre-construction, construction and operation, and implementation arrangement stages. The EMP including the Environmental Code of Practices (ECOP) will be included into construction bidding documents and accompanied with the environmental monitoring. According to the Vietnam Regulation, an EIA has been completed and approved by the Phu Tho PPC as a premise of the EMP (under the Approval No…., dated ……, See Appendix XI.6). II.
