Details of Distribution Network I. INTRODUCTION A. Project Description 1. The proposed Jharkhand Urban Water Supply Improvement Project (JUWSIP), referred in this document as the Project, will support urban service improvement strategies and policy initiatives of the Government of Jharkhand (GOJ) to contribute to the sustainable cities that are spatially, economically, and socially inclusive developed under the Jharkhand Vision and Action Plan 2021. The project will complement ongoing efforts of the GOJ for urban infrastructure and service improvement and institutional reforms under various national flagship programs. 2. The Project is proposed to be funded by GOJ with assistance from the Government of India and Asian Development Bank (ADB). The total investment envisaged under JUWSIP is $160 million with ADB’s proposed loan assistance of $112 million, and balance to be met by GOJ. Urban Development & Housing Department (UDHD) of GOJ is the executing agency (EA) and Jharkhand Urban Infrastructure Development Company Limited (JUIDCO) will be the implementing agency (IA) of the project. 3. JUWSIP will finance water supply infrastructure investments in four prioritized urban local bodies (ULBs). The towns selected include Ranchi, and three towns located in economically and socially backward areas of Hussainabad, Medininagar, and Jhumri Telaiya. 4. The development of water supply system, including the operation and maintenance (O&M) in Hussainabad, Jharkhand aims to provide safe, reliable, and continuous drinking water as per GOI’s standard, to all the people of Hussainabad town under Jharkhand district. The Project will ensure 24x7 drinking water supply and security through piped water supply schemes in the covered areas. Project design ensures 100% inclusion of the population in the coverage areas in project benefits, including its 24.25% scheduled caste population and other vulnerable groups. Hussainabad has a very small proportion of scheduled tribe population at 0.27% of the total population and scattered across different wards. The scheduled tribe families do not stay in cohesive tribal communities, are well assimilated with the mainstream society, and do not retain the defining characteristics of scheduled tribes including primitive traits, distinctive culture, shyness, geographical isolation and social and economic backwardness. No adverse impact to the scheduled tribe population is anticipated. 5. The entire project area of Hussainabad Municipal Council has been divided into four zones considering the topography. The existing water supply system in the town caters to about 25 percent of the total area (precisely Zone 1). The proposed water supply scheme will cater to Zone 2, Zone 3 and Zone 4. The project components are (i) Jack Well and Intake Arrangement at Son River (9.5 MLD), (ii) Raw Water Pumping Machinery, (iii) 6.81 km Raw Water Transmission Main, (iv) 8.505km Clear Water Rising Main (v) 9.5 MLD Water Treatment Plant (WTP) and sedimentation tank, (vi) Pure Water Pumping Station, (vii) 8.505km Pure Water Rising Mains, (viii) 3 Elevated Service Reservoirs (ESRs), (ix) 53.379km of Distribution Network, and (x) 6,303 Household Connections. B. Scope of this Report 6. This land acquisition and resettlement due diligence report (DDR) is prepared for the proposed Package – 1 of JUWSIP, Development of Water Supply and Distribution Network in Hussainabad town in Palamu. Implementation of the package involves land requirement for WTP, pure water pumping stations, ESRs and involves construction of intake point, laying of raw water 2 mains, clear water mains and distribution network. The report is prepared based on the Detailed Project Report (DPR) prepared for the package by the design consultants. The DDR will be updated and reconfirmed for final involuntary resettlement impacts after completion of detailed measurement surveys in selected locations for implementation. 7. A due diligence process was conducted to examine the land acquisition and resettlement issues in detail based on the preliminary design, aligned with Asian Development Bank’s Safeguard Policy Statement (ADB SPS), 2009. This report describes the findings and provides copies of relevant documents, community consultations and photographs. 8. The DDR will be updated and reconfirmed for final impacts following detailed design and based on detailed measurement survey (DMS). The draft DDR will be reviewed and disclosed on IA and ADB websites. 9. During the DMS, involuntary resettlement related impacts will be further assessed and if required, a resettlement plan will be prepared and shared with ADB for approval. The final document will be reviewed and disclosed in JUIDCO and ADB websites. No civil works contract package should be awarded and started before the completion of final document (DDR or Resettlement Plan implementation) for the said package. JUIDCO is responsible to hand over the project land/site to the contractor free of encumbrance. II. PROJECT DESCRIPTION A. About the Project Area 10. Located near Jharkhand and Bihar border, Hussainabad is a small town located 50km towards south-east of the district headquarters of Palamu in Jharkhand. Hussainabad is a small town in Jharkhand serving as the main market area for nearby villages. Spread over around 9.45 km2, the municipal area of Hussainabad consists of 13 wards with a population of 29,241 as per Census 2011. Only 25 percent of the total municipal area (ward nos. 3, 4, and 5) have existing water supply provisions. Railway is the main mode of intercity commutation at the same time local buses and small vehicles also operate between the town and nearby cities. 11. The Son river near Deori village is the source of the existing water supply scheme and fulfills the water demand of a small portion of the town. Presently about 1.2 MLD water is being supplied to Hussainabad town from Son river. Water from the current intake well is pumped to the existing WTP of 3 MLD capacity located near the intake well in Deori village, which is about 6 km away from Hussainabad town. Clear water from WTP is pumped to existing ESR of 450,000 L capacity, located near Town Hall of Hussainabad town and distributed in ward no. 3, 4, and 5 through pipelines of diameter ranging from 100 mm to 250 mm. The total length of the distribution network is 3,727 m. 12. Details of existing Water Supply scheme1 in the town is given below: (i) Infiltration Gallery and Intake Pipe: Raw water from the Son river is gravitated towards the intake well with the help of 450mm AC class II intake pipeline having length approximately 30 m. The inflow is controlled by sluice valve of dia. 450 mm on intake pipe. 1 Source: DPR provided by JUIDCO 3 (ii) Intake Well and Pump House near Son River: Intake well of 6.0m dia has been constructed in Reinforced Cement Concrete (RCC) near bank of son river at Deori village. The structural condition of the sump cum pump house is found to be good. The depth of the intake well is not adequate to use it for the proposed project.
