THE UBCM ExCELLENCE AwARdS ARE dESIGNEd TO PROfILE ExCELLENCE IN LOCAL GOvERNMENT ANd TO CREATE SUCCESSfUL PATHwAYS ANd INCENTIvES fOR OTHERS TO fOLLOw. UBCM AwARd wINNERS ARE THE ONES LEAdING THE wAY. </p><p>2007 SUPPORTING PARTNERS </p><p>The UBCM Community Excellence Awards could not take place without the support and expertise provided by our partners. UBCM works closely with each partner on the development of category criteria, as well as during the selection process. This open dialogue allows for successful brainstorming and creativity, as well as technical details to be incorporated for the best awards program possible. The 2007 partners are: the Ministry of Community Services, CH2M HILL, Tourism British Columbia and the Council of Tourism Associations (COTA). </p><p>ELIGIBILITY </p><p></p><ul style="display: flex;"><li style="flex:1">•</li><li style="flex:1">The Excellence Awards program is open to UBCM members. </li></ul><p>•</p><p>The application must be supported by council/regional board. A letter from the Mayor/RD Chair in support of the application is required. A resolution is not necessary. </p><p>Projects that have won other UBCM awards are not eligible - including, but not limited to, previous Excellence Award winning projects. <br>••••</p><p>Projects must meet category definition and criteria and all entry requirements. </p><p>Submission materials must have been written by internal employees (not a contractor). UBCM funded projects are eligible. </p><p>SELECTION PROCESS </p><p>The Selection Committees are comprised of members of the UBCM Presidents Committee, along with </p><p>field experts and representatives from the supporting partners. Submissions will be evaluated in terms </p><p>of how they demonstrate “excellence” as a product of the “results” achieved. Joslyn can be reached via </p><p>email at [email protected] or by phone at 604-270-8226, Ext. 103. </p><p>Page 12 of 66 </p><p><strong>UBCM CoMMUnity exCellenCe awards </strong></p><p>HOw TO APPLY </p><p>After confirming that your application meets the Entry Requirements listed below, as well as the individual category definition and criteria of your chosen category, complete the application form on the back page. </p><p>Be sure to include eight copies of all materials and send to UBCM by July 27, 2007. </p><p>ENTRY REqUIREMENTS </p><p>1. Submissions&nbsp;must meet individual category criteria. </p><p>2. The project should have been initiated after January 1, 2005 and be <em>substantially completed. </em>(Please note that </p><p>some categories have additional or different timelines outlined in their specific category criteria.) </p><p>3. Eight copies of each submission must be received in the UBCM office by FRIDAY, JULY 27, 2007. </p><p><strong>Remember to send eight copies of your entire application package for distribution to the Selection Committee. Each copy should contain: </strong></p><p>•••<br>A completed Application Form. A one-paragraph summary of the project/program being submitted. A project/program summary report outlining how UBCM category guidelines were met, including </p><p>why this project defines Excellence. The summary report must be five pages or less.&nbsp;<em>Additional pages </em></p><p><em>will not be considered by the Selection Committee, however extra pages displaying graphics or photos in support of the application are allowed. </em></p><p></p><ul style="display: flex;"><li style="flex:1">•</li><li style="flex:1">One copy of the letter from the Mayor/RD Chair supporting the application. (A resolution from </li></ul><p>council/board is no longer required). <br>••<br>One copy of the annual report, if applying to the Annual Reporting category. Should the Selection Committee determine that a submission is more suitable to a different category than the one submitted to, the Selection Committee may transfer the application to that category. Winners will be chosen in each of the following areas: </p><p><strong>1. Best praCtiCes 2. Best praCtiCes, weBsite 3. Best praCtiCes, annUal reporting </strong></p><p>All category entries must adhere to the GENERAL CRITERIAfor Best Practices as a whole. In addition to the General Criteria, the sub-categories of <em>Best Practices, Website </em>and <em>Best Practices, Annual Reporting </em>must meet the individual criteria set out below and on the following page. </p><p><strong>GENERAL CRITERIA for evaluating excellence in Best Practices: </strong></p><p>•••</p><p>Improved efficiency, effectiveness and demonstrated cost-effective solutions </p><p>Have applicability and transferability to other UBCM members Improve public accountability and awareness of local government </p><p>BEST PRACTICES CRITERIA </p><p>The Best Practices category welcomes submissions that outline how an existing program or service was improved or revised. Not only must the program or service exemplify excellence, it must have applicability and transferability to other UBCM members. A true “Best Practice” successfully addresses an issue or concern with positive results and this successful solution -- or “ Best Practice” --&nbsp;can be a model for communities with similar concerns. </p><p>In addition to being a solution, the program or service must also improve public accountability and awareness of local government. How the program or service has demonstrated improved </p><p>efficiency, effectiveness and cost-effective solutions should also be clearly defined. </p><p>Page 14 of 66 </p><p><strong>UBCM CoMMUnity exCellenCe awards </strong></p><p>wEBSITE CRITERIA </p><p>The Best Practices, Website category is designed to recognize municipalities and regional districts that successfully and comprehensively bring information to their citizens via web technology. The website should save time, be easy to navigate and communicate effectively to site visitors. Content should be current and useful. </p><p>To qualify, the website should be “owned” by local government. The local government must also control the content of the site and directly supervise its administration. Sites developed by an outside contractor are permissible (i.e. done on contract). The site must be municipal or regional </p><p>district specific. Local government size and capacity will be considered in the adjudication </p><p>process. Communities that have won the Website award in the past are welcome to apply ONLY if <em>substantial changes </em>have been made to the site, which ultimately make it a different product than the site that won previously. Please provide clear analysis of what changes were made in order to qualify for the Website award again. </p><p>ANNUAL REPORTING CRITERIA </p><p>The <em>Community Charter </em>requires municipalities to prepare for the public an annual report and hold a meeting to consider the report. The report must contain a variety of information, including objectives and measures for the current year and for the year ahead, as well as a progress report on how those objectives have been met. </p><p>The <em>Charter </em>contains the minimum requirements, but municipalities can do more and they have the ability to think creatively about how they report.&nbsp;This award will recognize leadership, creativity, ingenuity, and good communications in the content and presentation of the annual report. Local&nbsp;Government size and capacity will be considered in the adjudication process. </p><p>The submission should be based on the annual report prepared in 2007 (report covers the fiscal </p><p>year ending December 31, 2006, includes a progress report on 2006 activities, and 2007 and 2008 objectives and measures). </p><p>To qualify, submissions to this category should reflect Best Practices and also demonstrate the </p><p>following: </p><ul style="display: flex;"><li style="flex:1">•</li><li style="flex:1">A description of the process/approach used to establish objectives and measures for the </li></ul><p>annual report (e.g., Who was involved?&nbsp;How were objectives set? Citizen consultation?) <br>• Council’s&nbsp;role and level of involvement in the process. </p><p>Page 15 of 66 </p><p><strong>UBCM CoMMUnity exCellenCe awards </strong></p><p><strong>Category: </strong></p><p>LEAdERSHIP &amp; INNOvATION </p><p><strong>Definition: </strong></p><p>The Leadership and Innovation category recognizes regional districts and municipalities that have demonstrated excellence in successfully incorporating the principles of sustainable development into an engineering and/or infrastructure based project. </p><p>The Leadership &amp; Innovation category encompasses four awards. Winners will be chosen in each of the following areas: </p><p><strong>1. sMall MUniCipality </strong>(POPULATION UNdER 5,000) <strong>2. Mid-size MUniCipality </strong>(POPULATION BETwEEN 5,000 &amp; 20,000) <strong>3. large UrBan MUniCipality </strong>(POPULATION OvER 20,000) <strong>4. regional distriCt </strong></p><p><strong>GENERAL CRITERIA for evaluating excellence in Leadership and Innovation: </strong></p><p>Submissions to this category should reflect leadership and excellence in the advancement of </p><p>community development through projects that encourage innovation in economic, social and environmental sustainability. The submission should demonstrate initiative both in terms of collaboration and technology and be substantially completed. </p><p>Projects must clearly demonstrate qualitative and quantitative benefits in at least two of the </p><p>following domains of sustainability: </p><p><em>Economic: </em>life cycle analysis, internalizing costs and alternative financing, economic instruments </p><p><em>Ecological: </em>pollution prevention, material and resource-use intensity, eco-system management </p><p><em>Social</em>: </p><p>stakeholder engagement, public participation, equity and diversity, health and safety, knowledge sharing, capacity building, community identity and marketing </p><p>Projects may include, but are not limited to addressing the following needs: • Housing&nbsp;(residential, civic, utilities, industrial and facilities) • Manufacturing&nbsp;and facilities processes • Green&nbsp;Space (amenities) • Energy • Water&nbsp;and wastewater • Mobility • Solid&nbsp;Waste </p>
