Basafies Co-authors : All Members Present AN ORDINANCE ESTABLISHING GUIDELINES IN THE GRANT OF HONOP^RIUM OF VOLUNTEER WORKERS IN THE MUNICIPALITY OF MONKAYO, COMPOSTELA VALLEY PROVINCE, PROVIDING MECHANISMS IN THE IMPLEMENTATION THEREOF AND FOR OTHER PURPOSES. PREFATORY STATEMENT Republic Act No. 7160 or the Local Government Code of 1991 provides for the devolution of powers from the National Government down to the barangay level. Local Governments exercise local autonomy in the fiscal, administrative, political and social aspects of governance. While it is true that the National Government still provides support to local governments, the barangays which is in the lowest political ladder has to implement various Programs, Projects and Activities devolved and delegated to them. Due to its meager resources, it has tapped the services of Volunteer Workers who shall assist and facilitate program and project implementation in the communities, particularly in the aspect of delivery of basic services on health and nutrition, early childhood care and development, agricultural extension activities, human rights, peace and order and peacekeeping services, and moral recovery program. These Volunteer Workers are frontliners in the delivery of basic service, and as such, they are given honorarium by the municipality in recognition of their efforts, support, assistance and contribution to local governance, thus this ordinance. No. 2017-04 Page 2 of 4 pages X X SECTION I. SHORT TITLE. This Ordinance shall be known as ESTABLISHMENT OF GUIDELINES FOR THE HONORARIUM OF VOLUNTEER WORKERS ORDINANCE OF THE MUNICIPALITY OF MONKAYO. SECTION II. STATEMENT OF POLICY. Section 16 of Republic Act No. 7160 provides that every Local Government Unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers, necessary and appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of general welfare. And, as government development programs are now focused on countryside development, particularly on the improvement of quality of life in the barangays anchored on social equity, by providing the poorest of the poor with access to basic services for survival, it is likewise the policy of the Municipal Government to recognize the contribution of the Volunteer Workers who serve as frontliners in the delivery of basic services. SECTION in. SCOPE AND COVERAGE. This Ordinance shaU cover Volunteer Workers as defined under Section III hereof providing volunteer services in the implementation of programs, projects and activities in the Municipality of Monkayo, Compostela VaUey Province. SECTION IV. DEFINITION OF TERMS. As used in this Ordinance, Volunteer Workers are defined as foUows : a) Barangay Health Workers (BHWs) - Pursuant to Republic Act No. 7883, BHW refers to a person who has undergone training programs under any accredited government and non-government organization and who voluntarily renders primarily health care services in the community after having been accredited to function as such by the Local Health Board (LHB) in accordance with the guidelines promulgated by the Department of health (DOH) b) Barangay Nutrition Scholars (BNS) - Pursuant to Presidential Decree No. 1569, a BNS is a barangay-based volunteer worker responsible for delivering nutrition services and other related activities such as community health, backyard food production, environmental sanitation, culture, mental feeding, and famUy planning to the barangay; c) Barangay Tanod - Pursuant to Republic Act No. 7160, Barangay Tanod is a community brigade composed to civilian volunteers duly supported by the Punong Barangay upon recommendation of the Barangay Peace and Order Council (BPOC) which has the primary task of ensuring that peace and order will prevail in the barangay; d) Barangay Agriculture Technicians - a barangay-based volunteer worker responsible for delivering basic agricultural extension services as implemented by the Municipal Agriculture Office (MAGRO): e) Day Care Workers - Pursuant to Republic Act NO. 10410, Day Care Workers are barangay-based workers who provides Early Childhood Care and Development who are directly responsible for the care and education of young children from age zero (0) to four (4) years through the various centers and home-based programs. They shall include, but shall not be limited to, day care workers hereinafter referred to as child development workers, child development teachers, teacher-aides, day care providers; f) Barangay Human Rights Action Officers (B HRACOs ) - A Barangay- based volunteer worker who is voted by the c )nimunity during a AMIL L GE sfTUGAYA Municipal j^ayor Mun. No. 2017-04 Page 3 of 4 pages X X barangay assembly knowTi for their probity and integrity, through the supervision of the Municipal Planning and Development Coordinators (PDCs) and/or the Municipal Local Government Operations Officer (LGOOs). g) Peacekeepers - a barangay-based volunteer working for the implementation of municipal/provincial peace and order programs. He or She may be a Purok Chairperson, Purok Kagawad, or a Purok resident. h) Purok Peace Development Workers (PPDW) - a barangay-based volunteer working for the implementation and monitoring of municipal/provincial peace and order, infrastructure, health and nutrition. Disaster Preparedness, social programs in the purok he/she resides. i) Moral Recovery program Advocates (MRPA) - are barangay based volunteers working for the promotion and strengthening of spiritual and moral values/recovery programs. j) Other Volunteer Workers - All other barangay-based volunteers not belonging in the aforesaid category working in the different departments of the Local Government. SECTION V. REQUIREMENTS/GUIDELINES IN THE RELEASE OF HONORARIUM. As reference in the grant of the honorarium, the following documents are required: 1. Appointment from the Office of the Municipal Mayor 2. Duly certified list of volunteers issued by the Barangay Captain or Community Affairs Coordinator assigned in the barangay concerned. SECTION VI. PERSONS LIABLE. Any person or persons, natural or juridical, who willfully and wrongly issues a document or certification shall be severally liable to a penalty under the Revised Penal Code of the Philippines. SECTION VII. REMUNERATION. The Local Chief Executive shall issue a Memorandum or through an ordinance the honorarium of the Volunteer Workers pursuant to existing DBM Circular. SECTION VIII. FUNDING SOURCE. The funding source necessary to implement this ordinance shall be provided in the Annual or Supplemental Budget of the Local Government. SECTION IX. ADMINISTRATIVE PROVISION. The Office of the Municipal Mayor of this municipality shall issue the necessary guidelines for the effective implementation of this ordinance. SECTION X. SEPARABILITY CLAUSE. If, for any reason, any section or provision of this Ordinance or any part thereof, or ^e application of such section, provision or portion is declared invalid or Yinconstitutional, the remainder thereof shall not be affected by such declare tion.
