SITUATION OVERVIEW A. Highlights A total of 533,856 families / 2,546,101 individuals have been affected by Typhoon “Pepeng” in 4,064 barangays , 347 municipalities , 34 cities in 27 provinces in Regions I, II, III, IV-A, V, VI, CAR and NCR. Out of the total affected, 16,583 families / 80,262 persons are currently staying inside 245 designated evacuation centers. There is a decrease on the number of evacuees as some of the evacuation centers are already closed (Tab A) There are now 544 reported casualties (Tab B) with the following breakdown : 311 DEAD - Region I – 64 : ( 19 in Pangasinan , 1 in Ilocos Sur, 1 in Ilocos Norte, and 43 in La Union), CAR - 238 : ( Benguet, Kalinga, Abra, Ifugao; and Mt Province ) Region III – 4: ( 3 in Nueva Ecija, and 1 in Pampanga) Region IV-A – 1: (1 in Quezon Province) Region V – 4: (3 in Camarines Sur and 1 in Naga City) The reported deaths in CAR were largely due to landslides while the rest in other regions are due to drowning 185 INJURED- CAR – 131 : (1 in Kalinga, 1 in Apayao, 128 in Benguet, 1 in Mt. Province) Region I - 47 : (4 in Ilocos Norte, 43 in Uniom Region II - 7: (6 in Cagayan and 1 in Tuguegarao City) 48 MISSING - 37 in Benguet, 1 in Ilocos Norte, 5 in La Union, 5 in Pangasinan, 1 in Cagayan ) A total of 26,175 houses were damaged ( 3,132 totally / 23,043 partially) - Tab C Telefax: NDCC Opcen (+632) 911-1406; 912-2665; 912-5668; NDCC Secretariat (+632) 912-0441; 912-5947; Office of the Administrator, OCD (+632) 912-2424 Email: [email protected] Website: www.ndcc.gov.ph Estimated cost of damage to infrastructure and agriculture amounted to PhP 7.172 Billion (PhP 1.149 Billion– Infrastructure; PhP 6.020 Billion – Agriculture and PhP .003 Billion private property) - Tab D United Nations Under-Secretary General for Humanitarian Affairs and Emergency Relief Coordinator John Holmes arrived in the country on 12 October on a two-day mission to see first-hand the need for emergency response to TS Ketsana and TY Parma. Mr Holmes met senior government representatives, including President Gloria Macapagal-Arroyo, cabinet secretaries, the Chairman, NDCC and the UN Humanitarian Country Team. The meeting presided by the President October 11, 2009 at the Guest House in Baguio City resulted to following directives to the concerned agencies: o LGUs- Immediate relocation of residents at risk of landslides in Little Kibungan Village and Brgy Buyagan in La Trinidad; Brgy Pinsan, Baguio City; Ambabag, Guinabang, Mankayan; Ponopon, Catlubong, Buguias; and Kayan East, Mt Province; o DENR-MMGB- conduct of geological assessment in the affected areas; o DOH – ensure the continuous supply of emergency medicines in affected Heath Offices ; o DTI – conduct price monitoring and inventory of prime commodities; o DOTC–facilitate the strict implementation of traffic scheme in Kennon Road; and other major road networks; and o OCD- facilitate the coordination on the use of helicopters to transport relief goods, victims and food. On 120700H October, the AFP deployed 29 KIA trucks and 8 M35 trucks to transport to Baguio City and Benguet municipalities the following relief supplies: 4,000 packs of relief good; 4,000 packs of used clothing, 2,000 pieces of blankets; 2,000 plastic mats and 1,000 water jugs, all from DSWD; and 3,769 relief packs from PAGCOR. Prepositioned for transport to Tuguegarao by US KC-130 plane at Villamor Air Base Operations Center are the following: 5,000 packs of relief items; 5,000 packs of used clothing; 2,000 pieces blankets; 2,000 pieces sleeping mats and 1,000 pieces water jugs From 04 to 12 October, the PAF had 112 sorties for the transport of a total of 88,777 lbs. of relief goods, patients and 235 personnel who conducted SAR, and damage assessment in the following areas: Apayao, Cagayan, Nueva Ecija, Pangasinan, Mt. Province, Benguet A logistics and coordination hub was established at the covered court Camp Servillano Aquino in Tarlac to serve as drop-off of relief supplies, SAR assets coming from Metro Manila and distribution/deployment point to Regions I, II and CAR. Contact persons are Col Purisima, Col. Tolentino and ASec Cabrera. DSWD Team will manage the distribution of relief items to the different regions affected. DOH mobilized 2 medical teams from Provincial Health Office in Calumpit, Bulacan at the Sports Complex Evacuation Center and San Marcos Evacuation Center to conduct disease surveillance and provided assorted drugs and medicines amounting to PhP15,000.00 from CHD III and PhP10,000 .00 worth for Provincial Health Office of Nueva Ecija On going Relief Efforts in CAR Five (5) embalmers from the NDCC provided services to dead victims of La Trinidad, Benguet 2 Two (2) sorties of helicopters were dispatched to Bauko, Mt Province to evacuate injured victims and haul relief goods. But due to the inclement weather condition, the mission was temporarily terminated which will resume tomorrow. US Marines airlifted 3,000 sacks of relief goods from Camp Aquino to Baguio City PGMA gave PhP2.6 M assistance and distributed relief goods at the Mansion House Four (4) units of US Helicopter conducted aerial survey and hauling of relief goods from Tarlac to Baguio City Two (2) units of PAF helicopter were utilized to haul relief goods from Tarlac to Baguio City Police students from CAR Training Schools likewise assisted in the hauling of relief goods. As of 12 October, 22 barangays in 4 municipalities and 1 city in Pangasinan are still flooded: Aguilar (3) Basista (5) Bautista (6), Urbiztondo (5) and Dagupan City (3). In Region III, floodwaters in some areas had subsided while there are areas which are still underwater (depth ranged from 1 to 5 ft): Calumpit and Hagonoy in Bulacan; La Paz and other areas in Tarlac; Arayat, Masantol, San Simon, Macabebe and Candaba in Pampanga B. Status of Lifelines 1. Electrical Facilities There were reports of power outages/interruptions in Region I due to damaged cable wires and fallen trees. Government offices in Region I continue to be operational using generator sets. Likewise, landlines in Region I were also down; only cell phones are working Ilocos Norte- 21 mun and Laoag City up to 99% power restored except Sarrat and Piddig Ilocos Sur – 22 mun and Vigan City - up to 93 % power restored La Union – 13 mun and San Fernando City- up to 90% except San Juan which is 100 % All Districts in Pangasinan - up to 90% power restored 2. Water Facilities Region I Ilocos Norte Water District Service (Ilocos Norte) is slightly brownish with presence of dirt brown particles in 26 barangyas of Bacarra, Ilocos Norte 3. Status of Roads and Bridges (Tab F) As of 11 October 2009, a total of fifty six (56) road sections and nine (9) bridges were affected which were rendered impassable/hardly passable to vehicular traffic while others are still in close-open situation: Roads – five (5) major roads leading to Baguio City; 27 in CAR; 7 in Region I; 2 in Region II; 9 in Region III, 5 in Region IV-A and 2 in Region IV-B. Bridges - 2 in CAR; 1 in Region I; 1 in Region II; 1 in Region III; 2 in Region IV-A and 2 in Region IV-B Bridges which incurred washed-out approach embankment/collapsed protection/scoured bridge approach are the following: Ilocos Norte - Pasuquin Bridge, Buago Bridge; Subec Bridge, Nagpatayan Bridge, Maipalig Bridge and Cabaruan Bridge – One lane passable 3 Ilocos Sur - Quinarayan Bridge in Narvacan and Bayugao Bridge – One lane passable La Union - San Vicente bridge in San Fernando Pangasinan- Bued Bridge – two spans @40.50 m each collapsed at MNR in Sison, Pangasinan not passable to all types of vehicles and Ambayaoan Bridge in San Nicolas, Pangasinan collapsed In Nueva Ecija, 6 spans of Calaocan Overflow Bridge washed out due to flood water form Pantabangan Dam and washed-out detour bridge Detour Road – From Tarlac, take Tarlac-Pangasinan road via Camiling then Mangatarem-Bugallon-Lingayen-Dagupan–San Fabian-Damortes and from Urdaneta take Urdanetaa-Manaoag-San Jacinto-San Fabian-Damortis, La Union Road and from Binalonan take Binalonan Manaoag-San Jacinto-San Fabian and Sison/Pozurrubio, take Pozorrubio–Manaoag–San Jacinto-San Fabian-Damortis Road 4. Emergency Incidents Floodings/Breaching of Dikes Massive floodings occurred in Rosales, Pangasinan – due to collapse dike in said municipalities Massive floodings also occurred in the municipalities of Sison, Pozorrubio, San Jacinto, Mangaldan, Manaoag and San Fabian due to the breaching of dike along Bued River The previously damaged seawall in Santa, Ilocos Sur was further damaged by TS “Ondoy” and Typhoon “Pepeng” with an estimated restoration cost of PhP100 M Twenty one (21) municipalities in Tayug were flooded (knee to hip) due to the collapsed of Diraydipalog Dike in Tayug Seven (7) barangays in San Fabian were also flooded due to erosion of dike in said municipality River Systems Monitoring Two (2) barangays in Nueva Era, Ilocos Norte (Brgys Barangobong and Uguis) were isolated due to river swelling II. Humanitarian Response As of October 11, 2009, an estimated PhP71,861,191.05 worth of assistance from NDCC, DSWD, DOH, LGUs and NGOs and other GOs were distributed to various affected families: (Tab E – Table and Map ) TOTAL - 72,861,191.05 NDCC - 13,231,250.00 DSWD - 15,584,603.67 DOH - 2,720,624.59 LGUs - 29,759,328.16 NGOs/Other GOs - 11,565,384.63 NDCC Facilitated the release of 14,500 sacks of rice to the LGUs of CAR, I, II, III, IV-A, IV- B, V and VI; Issued NDCC Memorandum No.
