Date: October 2019 CHAPTER 6 EXISTING ENVIRONMENT 6.1 INTRODUCTION This section highlights the existing environmental condition in three (3) major components, namely physicochemical, biological and human within the Project’s vicinity. Information presented here is primarily to present an overview of existing environmental conditions surrounding the project site within 5 km radius which is then assessed for identification of the environmental receptors due to this Project and any concerned existing conditions that are likely to be impacted by the Project implementation. For the EIA Study, the Zone of Study extends for five (5) km radius from the boundary of the Project Site. [Zone of Study – is the boundary of the study area for baseline data collection. Zone of Study may not be the same as the Zone of Impact for assessment conducted. In the event, the assessment impacts are found extended or beyond the Zone of Study, this will be addressed accordingly] Assessment of the existing environmental condition will be documented according to site surveys and published secondary data (i.e. maps, reports, local plans) made available by the relevant government agencies. Following sections presents the existing information gathered via available documents. 6.2 PHYSICAL ENVIRONMENT 6.2.1 Site Physical Setting The proposed Project lies within existing IISM premise. The entire IISM is located at Lot 6293, 6294, 60129, 60130 and 60131 within establish heavy industrial area, Teluk Kalung Industrial Estate (TKIE) in Kemaman, Terengganu. The location of IISM Plant is as shown in Chapter 1, Figure 1-1. The land is owned by the Eastern Steel with total land area of approximately 1,208 ac. The nearest township is Chukai Town, which located about 10 km to the south. Kerteh Town is about 25 km away northeast of the Project. The Project site presently falls under mukim Kemaman and the District of Kemaman and is under administrative area of Majlis Perbandaran Kemaman (MPK). 6.2.2 Topography Project site is located in Teluk Kalung Industrial Estate (TKIE). The TKIE stretched from the area around Bukit Setongkol (north) to the coast near Kemaman Port. The original topography of the Project site was low lying and flat area with an elevation of lower than 20 m, as it was previously swampland. Topography map of Project Site is shown in Figure 6-1. Bhd. Date: October 2019 However, over the time, the area has been filled to the desired platform level and well developed where a large tract of the industrial area is sited on flat surface. Hence, current topography of the Eastern Steel is relatively flat with the highest level is at 98.3m at southern section and 92.0m at northern section. 6.2.3 Geology The TKIE is underlained by predominantly unconsolidated sediment from the Quaternary age. The sediment consists of clay, silt and sandy material with accompanying lenses interbedded with main soil layers. Based on the Geology Map of Peninsular Malaysia, the underlaying soil composition of the Project site is characterized as peat, humic clay and silt (Figure 6-2). 6.2.4 Soil Based on the Reconnaissance Soil Map of Peninsular Malaysia, the underlying soil composition of the Project site is characterized as peat. Table 6-1 tabulate baseline result of soil investigation study conducted in December 2007 and generalized soil map of Project site is illustrated in Figure 6-3. Date: October 2019 6.3 EXISTING LAND USE The existing land use section below presents the following: • Land use status of the proposed Project Site • Land use status surrounding 1-5km from the Project site boundary 6.3.1 Existing Project Site Land Use Status The Project site lies within the present premise occupied by the Eastern Steel and it is located within the Teluk Kalung Industrial Estate (TKIE). The entire Eastern Steel is located on Lot 6093, 6094, 60129 60130 and 60131; and IISM occupies total land area of approximately 1,208 acres of industrial estate. TKIE is one of the developing industrial areas in the Terengganu in which presently occupied by steel mills, chemical and petrochemical industries, etc. Villages and residential area and other amenities such as schools and mosque mostly are more concentrated at the northern and southern part (1 km to 5 km away and beyond from Project site). A land use survey has been undertaken for the study area that extends up to 5 km radius of the project site in order to establish the existing land use pattern. The land use settings within 5 km radius of the Project site comprises mainly peat swamp forest, industrial lots, where residential areas and institutions are concentrated around the Chukai Town and Kijal Town. The existing land development for the Project site and Kemaman are referred to the Rancangan Tempatan Daerah Kemaman (Pengubahan) 2011-2020. The existing land use for 1-5km and future land use are shown in Figure 6-4 and Figure 6-5, respectively. Plate 6-1 to 6-7 presents the Eastern Steel facilities within project site; and the surrounding activities in Plate 6-8 to 6-14.
