In this report we briefly provide: (i) documentation review and compliance with environmental regulations; (ii) environmental institutional structure and responsibility; (iii) mitigation measures undertaken to minimize adverse environmental impacts arising from the construction of the Project facilities;(iv)environmental monitoring and status of ambient environmental quality; and (v) conclusions and recommendations. As of 30 June 2018, the Project is assessed to be some 90% complete overall. In this reporting period, the mitigation measures and monitoring program were generally carried out satisfactorily. Attention has been paid on water, air quality and noise control, soil erosion protection, etc. Through the implementation of these measures, the destruction to the environment has been lowered to a minimum level possible during construction. However, to some certain extent there were still unavoidable impacts on the environment. Some recommendations are put forward to make improvement on environmental protection in the next reporting period. Particularly, more efforts are required on traffic control and demolition of small boilers during heating network component implementation, flood prevention facilities maintenance (for details please see Section 5.2.1) as well as road operation safety and vegetation restoration upon completion of road &bridge civil works contracts under components B and C.
