The Administration’s memoranda, dated January 9, 2002, January 25, 2002, August 1, 2002 and April 4, 2003, ignore and misinterpret the U.S. Constitution and laws, interna- tional treaties and rules of international law. The lawyers who approved and signed these memoranda have not met their high obligation to defend the Constitution.
