Adirondack / Glens Falls Transportation Council Pavement Preservation Program 2015‐2016 Project Solicitation Introduction The Adirondack / Glens Falls Transportation Council is the Metropolitan Planning Organization (MPO) for the Planning and Programming Area that includes Warren County, Washington County, and the Town of Moreau and Village of South Glens Falls In Saratoga County. MPOs are responsible for administering a cooperative and continuing regional transportation planning process. A principal component of that process is capital programming for federally‐ funded transportation improvement projects. A/GFTC is seeking project candidates for its Pavement Preservation Program. This program consists of annual funding setasides dedicated for maintenance and preservation projects intended to prevent the deterioration of roadways that are presently in good to fair condition. The intent of the program is to encourage municipalities to actively engage in preventative maintenance strategies that reduce the need for more costly infrastructure replacement and major rehabilitation projects. Programming Levels A/GFTC has programmed $1,591,000 in matched federal Surface Transportation Program funds for pavement preservation projects that are to be obligated during Federal Fiscal Year (FFY) 2015‐2016. Additionally, $164,000 in matched funds has been programmed for FFY 2014‐2015 for any required design associated with the selected projects. A local match of 20% is required in order to access design and construction funds. The potential availability of Marchiselli funding, a State program that covers 75% of the required local match for federal aid transportation projects, could reduce the required local match to 5% of the overall project cost. Eligible Roadways All projects must be sponsored by a local municipality (Village, City, Town or County). Program eligibility is limited to the federal aid ‐ eligible roadway network. A listing of those roadways by municipality is attached as Appendix B. Please note that the State‐owned highways listed in Appendix B are not to be included in this solicitation; a separate setaside has been established to fund preservation projects on the State system. Questions regarding roadway eligibility should be directed to A/GFTC staff. Eligible Activities The range of eligible activities is limited to preventative maintenance and preservation projects that are primarily intended to address pavement surface conditions that are beginning to decline from good to fair condition but have not yet substantially deteriorated. In most cases, pavement that is already in poor condition is not likely to benefit from any of the treatments that are available under this program. Example of eligible activities include: crack seal / joint seal permanent pavement repairs chip seal diamond grinding only slurry seal PCC slab / joint repairs microsurfacing single course hot mix overlay w/repairs and paver‐paced surface treatment (NovaChip) T&L 6.3 mm overlay Mill and Fill single course hot mix asphalt overlay cold recycling with single course overlay hot in‐place recycling Pavement Preservation Program 2015‐ 2016 Page 1 Roadways that require corrective or major rehabilitation or reconstruction are not eligible for funding under this program. Examples of ineligible activities include: × multi‐course overlays × full concrete pavement restoration × white topping × concrete overlays × crack and seat × rubblizing These lists are illustrative and not necessarily exhaustive. Questions regarding project eligibility should be directed to A/GFTC staff. Project Cost and Management It is important to note that the Pavement Preservation Program is a reimbursement program. Project sponsors will be required to first secure construction authorization from NYSDOT Region 1 and then first‐instance project costs prior to receiving reimbursement for the Federal share. Reimbursement will not be available for costs incurred by the project sponsor prior to project authorization, such as those resulting from preliminary design. PLEASE NOTE: all construction projects must conform to applicable FHWA standards for materials, installation, and construction inspection. It is important to consider the administrative requirements attached to federal funding programs. Such requirements can be a burden to municipalities without dedicated staff or experience with the federal reimbursement process. Project sponsors should carefully weigh the benefits and costs of federal funding when deciding to pursue assistance through the Pavement Preservation Program. Project Evaluations A selection committee comprised of A/GFTC Technical Advisory Committee members and staff will review all applications based upon the following criteria: Is the roadway federal aid‐eligible? Is a preservation project proposed? Is the proposed candidate suitable for preservation, based upon its condition? Is the proposed cost consistent with the proposed treatment? In addition, the following characteristics will be considered during the project selection process: traffic volumes system redundancy multimodal utility geographic and demographic equity of project distribution project extent Project Application The required application form is attached as Appendix A.
