Asimismo, sostendrá la hipótesis de que el financiamiento obtenido por parte de las cúpulas sindicales a través de las obras sociales ha sido un instrumento eficaz para sostener un modelo sindical centralizado que garantizó, en ciertos casos, gobernabilidad no solo a las cúpulas sino también a los diferentes gobiernos nacionales.
