International Ambassadors for Birmingham Pride Tender Code SBD05 Tender Opportunity This is an exciting new opportunity which will require the successful tender to provide an international ambassadors/security services for Birmingham Pride for a 13 month period starting May 2012 to June 2013. Who is the client Birmingham Pride is a weekend long Lesbian Gay Bisexual and Transgender (LGBT) festival held annually in Southside’s Gay Village in Birmingham UK. This year it is held over the Queens Diamond Jubilee weekend, Saturday 2nd and Sunday 3rd June 2012. It is uniquely the largest two day LGBT festival in the UK, which features a carnival parade through the city plus entertainment zones including a main stage, cabaret marquee, funfair, community village green, central market street and the friendliest street party. The 2012 theme is “It gets better” which highlights the worldwide youth LGBT campaign to help inspire and show individuals what their lives could be like as openly LGBT adults. The festival is a welcoming place to celebrate the LGBT community whether you’re gay, lesbian, bisexual, transgender or straight. Tender Opportunity – Description of Requirements Birmingham Pride wishes to appoint an agency to carry out the International ambassador services for the festival and create and police a safe and secure environment for all visitors and to build positive communication with all visitors and stakeholders for Birmingham Pride 2012 and 2013. It would be expected that the successful agency would provide and deliver a first class, safe environment for all visitors, secure the licensed areas at all entry and exit points including the pride parade which contains rolling road closures. Page 1 of 5 The successful agency would liaise directly with the Pride management team and all local authorities and attend the safety advisory meetings. They should comply with all statutory requirements including those illustrated in the Pride manual which relate specifically to health and safety requirements and all those that refer to the well being and safety of the general public. The requirements are as follows: secure the licensed areas at all entry and exit points, to marshal participants in the pride parade, to ensure the parade route is safety compliant in accordance with licensing requirements and to provide a safe environment for participants and spectators, to manage and control main communications centre and provide a network of radio security for the duration of the festival, conform and comply with all regulations laid out by the safety advisory group, to safely manage rolling road closures, to have a working partnership with WM Police, WM Fire service, and St. Johns Ambulance service, to comply with all statutory requirements laid out in the pride manual (Copy available on request), to be responsible for the security of ticketed and wrist banded areas, to provide overnight security of the ticketed zone during non trading hours, ensure that all personnel providing direct service delivery within licensed areas are accredited and licensed in accordance to Security Industry Authority (SIA) requirements and hold valid and up to date CRB documentation for inspection, to provide a sufficiently experienced senior management and delivery team to ensure service is delivered on time, to the required standard and to budget, and to provide evidence of relevant experience of handling similar accounts. The agency would be required to deal with any incident of a security nature in accordance with licensing regulations and legal requirements expected of the Pride festival. Page 2 of 5 Project Duration Project Duration is from May 2012 to June 2013. A review of performance will take place July 2012 to ensure that the agreed high levels of services are maintained. Birmingham Pride reserves the right to terminate this agreement should any of the requirements fail to be met. Design and corporate identity All products needs to be delivered within the existing branding of Birmingham Pride – although this may be developed. Our logo and new website address should be prominent on all publications; Our partners The pride festival is receiving support from Southside and Marketing Birmingham through their Investing in the City Region ERDF project, as partners’ products must include the following logo in equal size and prominence to the Southside logo at the beginning of any project: bear the standard European Union emblem (twelve five-pointed gold stars in a circle on a blue background), reference to the European Union, reference to the European Regional Development Fund, the statement ‘Investing in Your Future’. (e.g. time trading, address, website, contact details) 2. Background information on the account team (e.g. positions held, time with the business, background of individuals, similar projects delivered) 3. Evidence of capacity to deliver the service objectives for a festival of this scale. 4. Evidence of liability and accreditation. (certification, insurance and testimonials from previous clients) 5. An International Ambassadors/Security specification for the given time period.
