Located in the northwestern part of the Kowloon Peninsula and bounded by the Lion Rock Country Park to the north, the East Rail Line of the Mass Transit Railway to the east, Boundary Street to the south, and the waterfront area and Stonecutters Island to the west, SSP District covers an area of about 1 047 hectares. There are 2 hospitals (Caritas Medical Centre and Precious Blood Hospital), 1 publicly-funded university (City University of Hong Kong) and around 60 primary and secondary schools in the district. SSP District is probably the earliest industrial and commercial centre in Hong Kong. Wholesale and retail businesses of mainly textile and clothing, apparels, piece goods and non-staple food are concentrated in Cheung Sha Wan and Lai Chi Kok. The district is also a distribution centre for computer and electronic goods, and its computer shopping centres are famous to all residents and visitors. The above graph shows the characteristics of SSP District in the 2011 Population 3 Sham Shui Po Healthy and Safe City - Community Safety Manual (Draft) [鍵入Census文字] . In the 2016 Population By-census, SSP District has population of 405K, with 15.9% of population being at age 65 or above. The labour force participation rate is 60.8% and the median monthly domestic household income is HK$20,000. 1.2 Sham Shui Po District Healthy and Safe Community The Sham Shui Po District Council set up the Healthy and Safe Community Steering Committee in 2001 to cultivate health and safety culture, as well as to create a healthy and safe environment for the people in the District. With the assistance of the District Council and SSP District Office, the Steering Committee held the Sham Shui Po Healthy and Safe Community Inauguration Ceremony on 24 November 2002. During the Ceremony, representatives from various organisations signed up a charter and pledged to promote health and safety culture among their organisations. In November 2006, the Sham Shui Po Healthy and Safe Community Promotional Station (「健康及安全社區宣傳站」) was set up and Sham Shui Po was designated as a “safe community” by the World Health Organization (WHO) in recognition of its achievements in promoting the concept of healthy and safe community. The Healthy and Safe Community Steering Committee was renamed as Working Group on Healthy and Safe Community (WG on H&SC) in 2008. In 2011, Sham Shui Po was again recognised as a “safe community” by WHO. Over the years, 4 Sham Shui Po Healthy and Safe City - Community Safety Manual (Draft) [鍵入WG文字 ]on H&SC adheres to its objectives and continuously cooperates with government departments, district organisations and hospitals to advocate works related to health and safety through community safety programs. Some of the program highlights are listed in section 2.4. 2. Safe Communities Criteria Sham Shui Po Healthy and Safe Community follows the 6 criteria of the “Hong Kong Safe Community Scheme” of Occupational Safety and Health Council in developing its management system for community safety and health: 2.1 Establishment of Community Safety Policy Purpose To define the Community Safety Policy for implementation of injury prevention and safety promotional programs. Scope Applicable to the development and the review of the Community Safety Policy. Responsibility Chairman of WG on H&SC, Sham Shui Po District Council - To review the Community Safety Policy with other members of WG on H&SC. - To establish the community safety objective(s) and target(s) and to monitor the progress with other members of WG on H&SC. - To review the Community Safety Manual with other members of WG on H&SC. Content The Community Safety Policy and objectives sets out the framework of WG on H&SC for implementation of injury prevention and safety 5 Sham Shui Po Healthy and Safe City - Community Safety Manual (Draft) [鍵入文字] promotional programs in the community. The Chairman of WG on H&SC reviews the Policy together with other members to ensure that it reflects the actual needs in community. The safety policy statements are presented to the public through the Sham Shui Po District Council website (link: http://www.districtcouncils.gov.hk/ssp/english/ dc/dc_structure_list.php?id=513&committee_type=workgroup), etc. Community Safety Objective(s) are discussed by the Chairman together with other members, in order to achieve continual improvement for injury prevention or enhancement of safety attitude of members in the Sham Shui Po Healthy and Safe Community. Community Safety Manual is established to state the arrangements for achieving Community Safety Policy and Objective(s), and the implementation of Community Safety Programs. Secretary - To provide administrative support for the running of WG on H&SC. - To work with the Chairman to ensure the meetings are effectively organised. - To take accurate meetings minutes. - To distribute agenda, meeting minutes and supporting documents for the committee meetings. - To ensure safety and security of records and documents of WG on H&SC, including the Community Safety Policy and the Community Safety Manual. 7 Sham Shui Po Healthy and Safe City - Community Safety Manual (Draft) [鍵入文字] Members of WG on H&SC - To attend the meetings of WG on H&SC. - To provide opinions for any aspects related to injury prevention and enhancement of safety attitude in the community. - To perform the tasks related to community safety as assigned by the Chairman. - To discuss and implement suitable safety programs for satisfying the safety needs of the community.
