The full text of these recommendations is contained in this final report. An essential element to the success of these consensus-driven discussions is the background research report that is provided to all participants before the Town Hall convenes. The University of Arizona coordinated this detailed and informative background material and it provides a unique resource for a full understanding of the topic. Very special thanks go to H.
