The underlying objective of this book is to avail the wealth of information gathered for accurate decision making on taxation budgeting and general economic policies. Of course this document is much useful and great importance as far as our commercial and economical status is concerned. Export The following items were exported in 2018 and the quantity can been seen in this report: Livestock: sheep/goats, cattle and camel, fresh fish and fish product, gums (Arabic gum “beeyo”) cereals (sorghum, barley, beans) sesame oil, fresh fruit, fresh vegetable and trucks. The ministry of finance pays much effort to make the official rate of 1 US $ = 7000/SL sh as possible so as to curb unbearable inflations in market price. Custom station The following 19 custom station in the Republic of Somaliland are: Berbera, kala- baydh, wajaale, zaila, harirad, hargeisa, borama,Ainabo, burco, las- caanood, abaarso, caasha- caddo, fara-wayne, bali-gubadle, lughaya, alley- baday, dilla and beer, ceerigaabo, maydh, xiis. Mandate and Functions of Customs Department Preparation of customs law, procedure and tariffs. Revenue collection of all imports /exports goods. Preparing statistical data of monthly and yearly basic of imports and exports. Granting exemptions of duties according to law. Maintaining regular supervision and checking against smuggling. Regular updating of customs valuation list. Controlling currency declaration forms. Supervision & controlling of transshipment goods as per law. 1.3. Customs Stations There are 19 customs stations across the regions of Somaliland. Each custom station has its own strategic purpose and function for collecting the government revenue tax and providing public service as well. Some of them are set up for the purpose of both as checking control and collecting the tax revenue. Importations Somaliland imports cover a while range of products consisting mainly of food items, petroleum products, building materials, machinery and equipment, consumer goods, pharmaceutical, tobacco and motor vehicles, etc. Major trading partners on imports are Ethiopia, Kenya, Yemen, Saudi Arabia, U.A.E, India, Thailand, Malaysia, China, South Korea, Japan, Brazil, Italy, France, Germany and UK. The main commodities imported are sugar, cement, rice, flour, fuel, building material and general cargo items. Kat trade and consumption play a significant role in the economy, providing employment and one of the pillars of the Ministry of finance revenue system. However, the “kat” is acting as a drain on domestic income. Taxation of imports/exports could be a primary source of potential revenue but is constrained by lack of regulation and effective promotion of trade. Reliance on livestock exports is matched by reliance on imported food and consumer goods which means that Somaliland is import-dependent as a result of both preference for imported food and marginal grain production despite rich agriculture land is available.
