Land SW of Keynsham (KE4)</p><p> Instructed jointly by Persimon & Bloor Homes</p><p> Adjacent houses: negotiating options to purchase subject to planning permission</p><p> Approx 200 homes</p><p> 1 vehicular access link</p><p> Parkhouse Lane emergency access</p><p> Investigating potential allotments to South of Site</p><p> Play areas: JR to comment on detail</p><p> Cllr CF: ensure 4.2m width to ensure bus movements within the site</p><p> Designing to current speed limits</p><p> RS: may require TRO to amend speed</p><p>Key Issues:</p><p>Transport</p><p> Parking, vehicle speeds</p><p> Emergency access, Parkhouse Lane</p><p> Cycle route direct to centre of Keynsham </p><p>Landscape</p><p> Management Co as per Barratt scheme?</p><p> Views to countryside</p><p> Standard of play areas</p><p>Design Sustainability Code 3</p><p> Character analysis to be carried out</p><p> Bespoke rather than standard house types</p><p>Timeline:</p><p> Looking for Masterplan endorsement 2-3 months time</p><p> Including Keynsham & Compton Dando Town Council</p><p>2. Civic Centre</p><p> URGENT: Cllrs concerned re Highways safety especially:</p><p> a) Safety of crossings during works</p><p> b) Rock Road and high street</p><p> c) Resurfacing</p><p> d) Steps screened & potential slip hazard</p><p> e) Highways not matching the quality of the building</p><p> f) Tenants progress – update needed</p><p> g) Courtesy crossing – will these be safe?</p><p> h) Parking – can bottom level of multi-storey be opened to public in advance of Riverside reopening/redevelopment? Ensure enough shopper parking and delivery laybys</p><p>POST MEETING NOTE: TH has met with Cllr Gerrish, and DQ with Cllrs to update on above. Cllrs to be kept informed of progress throughout remaining works</p><p>3. Placemaking Plan</p><p> Consultation has now closed, events well attended</p><p> ACTION: NB to summarise Consultation Report to next meeting</p><p>4. Transport Strategy</p><p> Pedestrian audit underway, may highlight solution to Civic Centre issues</p><p> Scrutiny Panel Keynsham to meet asap</p><p> Changes are required especially to parking sections (as raised by Cllr Gerrish) Final amendments required and to Cabinet post – election</p><p>5. Regen Implementation Plan</p><p> Motts modelling High Street possibilities</p><p> Car parking survey underway:</p><p>- Off street manual</p><p>- On street, Atkins</p><p> ACTION: RS confirm final funding breakdown</p><p>6. Memorial Park</p><p> Consultation supported sign in the park. Designed to new adult safety standards coming in next year. Suitable for all ages.</p><p> ACTION: TH/JR ensure Ward and Town Councillors consulted BEFORE public consultation next time!</p><p>Includes:</p><p>- Play areas</p><p>- 3-2-1 running routes</p><p>- New signage including QR code</p><p>- Town Council logos</p><p>- New map</p>
