1. Land SW of Keynsham (KE4)

 Instructed jointly by Persimon & Bloor Homes

 Adjacent houses: negotiating options to purchase subject to planning permission

 Approx 200 homes

 1 vehicular access link

 Parkhouse Lane emergency access

 Investigating potential allotments to South of Site

 Play areas: JR to comment on detail

 Cllr CF: ensure 4.2m width to ensure bus movements within the site

 Designing to current speed limits

 RS: may require TRO to amend speed

Key Issues:

Transport

 Parking, vehicle speeds

 Emergency access, Parkhouse Lane

 Cycle route direct to centre of Keynsham

Landscape

 Management Co as per Barratt scheme?

 Views to countryside

 Standard of play areas

Design  Sustainability Code 3

 Character analysis to be carried out

 Bespoke rather than standard house types

Timeline:

 Looking for Masterplan endorsement 2-3 months time

 Including Keynsham & Compton Dando Town Council

2. Civic Centre

 URGENT: Cllrs concerned re Highways safety especially:

a) Safety of crossings during works

b) Rock Road and high street

c) Resurfacing

d) Steps screened & potential slip hazard

e) Highways not matching the quality of the building

f) Tenants progress – update needed

g) Courtesy crossing – will these be safe?

h) Parking – can bottom level of multi-storey be opened to public in advance of Riverside reopening/redevelopment? Ensure enough shopper parking and delivery laybys

POST MEETING NOTE: TH has met with Cllr Gerrish, and DQ with Cllrs to update on above. Cllrs to be kept informed of progress throughout remaining works

3. Placemaking Plan

 Consultation has now closed, events well attended

 ACTION: NB to summarise Consultation Report to next meeting

4. Transport Strategy

 Pedestrian audit underway, may highlight solution to Civic Centre issues

 Scrutiny Panel Keynsham to meet asap

 Changes are required especially to parking sections (as raised by Cllr Gerrish)  Final amendments required and to Cabinet post – election

5. Regen Implementation Plan

 Motts modelling High Street possibilities

 Car parking survey underway:

- Off street manual

- On street, Atkins

 ACTION: RS confirm final funding breakdown

6. Memorial Park

 Consultation supported sign in the park. Designed to new adult safety standards coming in next year. Suitable for all ages.

 ACTION: TH/JR ensure Ward and Town Councillors consulted BEFORE public consultation next time!

- New signage including QR code

- Town Council logos

- New map
