Moseley, Deputy Assistant Secretary Office of Labor Management Relations (LMR) Department of Veterans Affairs 810 Vermont Avenue, NW Washington, DC 20420</p><p>Subject: VHA Chief Business Office Purchased Care (CBOPC) Voucher Examiner Performance Standards </p><p>Dear Ms. Moseley:</p><p>National VA Council #53 is providing our proposals and/or comments on the CBOPC Voucher Examiner Performance Standards. NVAC has since November 2014 been receiving complaints from AFGE Locals that the Voucher Examiner performance standards were resulting in more employees being placed on PIP for not meeting the Fully Successful Level of their performance standards. The proposed increase from 14 claims to 18 claims will result in more employees failing their standards. Article 27 was written with the idea that supervisor were to continue coach employees so they would be able to meet their standards. </p><p>NVAC proposes the Fully Successful level be at 94.5% and the Exceptional at 97% for the Accuracy Standard. </p><p>VA employees have already confirmed their commitment to VA’s I Care. The Customer Service Standard e., needs to be removed.</p><p>AFGE Locals have the right to provide their comments on the CBOPC Voucher Examiner Performance Standards.</p><p>Sincerely, </p><p>Oscar L.
