The objective of this project is listed as the following: With the sewage collection and treatment projects and solid waste management projects constructed in the selected cities and counties along Hubei Han River Basin to reduce the waste water and solid waste pollution, strengthen the institutional reform and capacity construction and water pollution control capacity of the utility institutions of the relative cities and counties. HUEIP contains 15 subprojects locate in Hanchuan, Honghu, Shayang, Tianmen, Xiaochang, Dawu, Danjiangkou, xiangfang (renamed as Xiangyang on December 9th, 2010), and Yunmeng 9 cities/counties. The main construction contents include urban waste water treatment plant, sewage collection pipeline network and solid waste treatment, including 2 sewage collection pipeline network projects (Xiangfan and Honghu), 5 waste water treatment plants and sewage collection pipeline network projects (Tianmen, Shayang, Xiaochang, Yunmeng and Hanchuan), 7 solid waste landfill projects (Shayang , Hanchuan, Yunmeng, Xiaochang, Honghu, Dawu and Danjiangkou ) and one industrial pollution improvement project. The total investment of this project is RMB 3 1,142,115,100.00Yuan, and the WB loan is 84 million USD which accounts for 52% of the total investment ( the exchange rate is 1:7.1 during project appraisal stage). The project appraisal was completed by WB on July 26th, 2007, the Project Loan Legal Document was signed on July 3rd, 2008 and the WB Loan effective date is September 16th, 2008. The loan payback period is 26 years with five-year grace period. HUEIP is under full implementation stage since 2009. According to WB loan Project Consultant Selecting Guideline and QBS Procurement method, the JV of Hubei Xinbao Science & Technology Co. Ltd and Wuhan University was entrusted by PMO of HUEIP to undertake the external environment monitoring for this project. The consulting service contact was signed in September 2011. The external monitoring work for EMP implementation status will be conducted in line with contract, WB EMP and national laws and regulations during the project implementation stage. Through the mid-term adjustment, the construction contents of 14 subprojects in 9 cities/counties of this project was changed to 11 subprojects in 7 cities/counties( Hanchuan, Honghu, Shayang, Xiaochang, Dawu, Xiangyang and Yunmeng), including 3 sewage collection pipeline network projects (Xiangyang, Hanchuan and Honghu), 2 waste water treatment plants and sewage collection pipeline network projects (Shayang and Yunmeng) and 5 solid waste landfill projects (Shayang, Hanchuan, Xiaochang, Honghu and Dawu). Standard on pollution Control for Solid Waste Landfill (GB16889-2008) was implemented from July 1st,2007, this new standard increased the requirements on leachate discharging compared with GB16889-1997, so Shayang and Hanchuan Solid Waste Landfill Projects must be reformed in line with this new discharging standard. Furthermore, 4 the environmental issues generated from the newly added sewage collection pipeline network project and lifting pump station project of Hanchuan subproject.
